Description
This is a combined synopsis/solicitation for commercial items prepare= d in accordance with the format in Subpart 12.6 as supplemented with additional information contained in this notice. This procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. This announcement constitutes the only solicitation a written solicitation WILL NOT be issued. The solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through FAC 01-09. The VA intends to award a firm-fix priced contract for one (1) year subscription for ProQuest Electronic Databases for VA Medical Center located in Birmingham, AL for the period 1 Oct 02 through 30 Sep 03. WJBD Veterans Affairs Medical Center (VAMC) plans to negotiate on a sole source basis with ProQuest Information and Learning, 300 N. Zeeb Rd, Ann Arbor, MI. The governrnment intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capabilities to respond to the requirement or submit proposals. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS CONTRACT BASED UPON RESPONSES TO THIS NOTICE IS SOLELY THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT. The NAICS Code is 511120 and the size standard is 500 employees. The following FAR Provisions and Clauses apply to this solicitation: 52.212-1 Instructions to Offerors =96 Commercial Items (OCT 2000); 52-212-3 Offeror Representations and Certifications =96 Commercial Items (JUL 2002); 52.212-4 Contract Terms and Conditions =96 Commercial Items (MAY 2002); 52-212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders =96 Commercial Items (MAY 2002) items (b) (11) through (16), (19 (ii)), and (25). No additional FAR clauses cited in FAR 52.212-5 apply. NOTE: Section 508 of the Rehabilitation Act of 1973, as amended, requires that Federal agencies that develop, procure, maintain or use Electronic and Information Technology ensure that Federal employees with disabilities have access to and use of information and data that is comparable to the access to and use of information and data by other Federal employees. The Section 508 standards established by the Architectural and Transportation Barriers Compliance Board (Access Board) are incorporated into, and made part of all VA contracts, solicitations and purchase orders developed to procure Electronic and Information Technology (EIT). These standards are found in their entirety at: http://www.section508.gov. A printed copy of the standards will be supplied upon request. The contractor must comply with the technical standards at 36 CFR 1194.22, Web-Based Intranet and Internet Information and Applications in performing this contract The contractor shall submit a price for each item on company letterhead and include a completed copy of Provision 52.212-3 Representations and Certification =96 Commercial Items and confirmation of completion of VETS-100 Report, to the Contracting Officer at the address indicated above, by close of business 9/24/02.
