- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.(II) Solicitation F7SPS122200300 is being issued as a request for proposal (RFP). (III) This solicitation incorporates clauses and provisions in effect through the Federal Acquisition Circular 01-07. (IV) This requirement is being synopsized as a 100% small business set-aside under standard industrial classification code 2911, NAICS Code 324110, small business size standard of 1,500 employees. (V) Please propose the items as listed: Line item 0001, Solvent, Breakthrough Qty 3cn Meets Mil Specfication for MIL PRF-680. Virtually orderless, low toxicity, high-purity Hydrocarbon, low degree of irritancy, low Vapor pressure controls volatile organic compound emissions, non-photochemically, reactive, non-carcinogenic, exempt from: SARA, CERCLA, and RCRA requirements. NOTE: If items on GSA contract, please list contract #:______________________ (VI) Supplied items shall be of a professional industrial grade cleaning solution. (VII) Place of delivery: NLT 30 October 2002, FOB: Destination, Andersen Air Force Base, 36 SFS, Unit 14013, APO, AP 96543-4013, Bldg 23018. (VIII) Provision 52.212-1, Instructions to Offerors- Commercial Items applies. (IX) Provision 52-212-2, Evaluation _ Commercial Items applies. Proposal will be evaluated on price, and past performance. (X) Offerors are required to submit a completed copy of 52.212-3 Offerors Representations and Certifications- Commercial Items with their offer. (XI) Clause 52.212-4, Contract Terms and Conditions- Commercial Items and any addenda the clause applies to this acquisition. (XII) Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to the award document. Clause 52-232-18, Availability of Funds, applies to this solicitation. (XIII) Cleaning solvent shall meet all established industrial health and safety standards for the minimization of safety and health hazards. (XIV) N/A. (XV) N/A. (XVI) A site visit will not be held. Proposals will be due to the 36th Contracting Squadron, Unit 14040, APO, AP 96543-4040, by 26 September 2002, 3 p.m. local Guam time.
