- This is a combined synopsis/solicitation for commercial items prepared IAW the format prescribed in sub-part 12.6 of the FAR, as supplemented with additional information included in this notice. FISC Det Phila. intends to acquire a storm water treatment system in support of Naval Station Mechanicsburg, PA. This procurement will be solicited on a full and open competitive basis, using FAR Subpart 13.5 test program procedures. This announcement constitutes the solicitation for the required supplies/services. Quotes are hereby requested under N00140-02-Q-G718. A SUBSEQUENT SOLICITATION WILL NOT BE ISSUED. The provisions and clauses incorporated into this solicitation document are those in effect through FAC 01-09. Quotes will be evaluated based on price and technical material submitted showing compliance with the following specifications: 1) capable of handling storm water flow from 5-, 10- and 100- year storms on a 14 acre site 2) effectively filter suspended solids--at least 75% removal 3) removal of contaminants, including oil and grease 4) removal of floatable debris *****Additional information is as follows: The system will need to have a treatment capacity of 25 cfs-this roughly translates to a 2-year storm. For flow above this, a bypass will be required. Treatment will occur within an existing storm sewer line (36 inch RCP) with an approximate depth (below grade) of 8 ft. There is no treatment system currently in place on this line. The vendor is not going to be responsible for Maintenance of the system; only for manufacture and delivery of the treatment unit to the site. No regulatory requirements will need to be considered for this project. The specifications already provided (25 cfs treatment capacity, 75% suspended solids removal, oil/grease removal, floatable debris removal) are the performance standards to which the vendor will be held accountable. Award of a firm fixed price contract is anticipated. The NAICS is 221310. The following FAR provisions and clauses apply to this solicitation and are incorporated by reference: FAR 52.212-1 Instructions to Offerors-Commercial Items; FAR 52.212-3 Offeror Representations and Certifications-Commercial Items; FAR 52.212-4 Contract Terms and Conditions-Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (a)(1) and (2) and (b) (5)(9)(11)(12)(13)(14)(15)(16) and (e)(1)thru(4). The following Defense Far Supplement (DFARS) provisions and clauses apply to this solicitation and are incorporated by reference: DFARS 252.212-7000 Offeror Representations and Certifications-Commercial Items, and DFARS 252.212.7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial items. As a minimum, vendors provide this office: a signed price quote, for the requested item w/unit price and extended price, prompt payment terms, remittance address, and copies of FAR 52.212-3 and DFARS 252.212-7000. Offerors will be evaluated using 52.212-2. It is the contractor's responsibility to be familiar with the applicable clauses and provisions.
