- Description
- NASA/GSFC plans to issue a Request for Quotation FRQ5-82948-910 for on a sole source basis for the IMP-8 Software Development. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Johns Hopkins University/Applied Physics Laboratory under the authority of 10 U.S.C 2304(c)(1), Only One Responsible Source. The Government requires the contractor to develop a version of JHU/APL-created data display and analysis software which will run against the JHU/APL-created IMP 8 "Merge" data set. The Merge data set consists of particle data from the JHU/APL Charged Particle Measuement Experiment (CPME) and Energetic Particle Experiment (EPE) investigations, Goddard magnetic field data and MIT plasma data. The extant software at JHU/APL runs against at least ISEE data. The software as adapted will be compatible with unzipped ASCII (as at APL) and zipped ASCII (as at NSSDC) versions of the IMP Merge data set. The software will provide web-based plotting and retrieval of at least the Charged Particle Measurement Experiment (CPME) and Energetic Particle Experiment (EPE) data, and will provide similar functionalities for magnetic field and plasma data if possible within the resource constraints of this contract.= =20 For the particle data, energy spectra,pitch angle distributions and "ordinary" time series plots will be supported. The contractor will provide public access to the IMP Merge data through this new software either at JHU/APL or by interactions with the National Space Science Data Center.=20 The contractor will archive the IMP-adapted software with the NSSDC with sufficient supporting material that NSSDC could provide data access through the software if/when JHU/APL does not do so. The contractor will provide a final report to Goddard on the results of this effort. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on October 7, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
