Description
This is a Notice of Intent for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This notice is being issued as a Request for Quotation (RFQ) #0033426. The provisions and clauses incorporated are those in effect through Federal Acquisition Circular (FAC) 01-08. This solicitation is under the Simplified Acquisition Procedures (SAP)and is 100% Small Business Set-Aside. The North America Industry Classification System (NAICS) Code is 333315 and the Business Size Standard is 500 employees. This will be an all or none Firm-Fixed Price Contract. The Government intends to solicit and negotiate on a sole source basis with California Stainless Manufacture, Camarillo, California, 93010, for a quantity of three (3) stainless steel sinks. SINK ONE TECHNICAL REQUIREMENTS: BLACK AND WHITE FILM PROCESSING SINK for up to 8 X 10 inchcut film. Rolled stainless steel (16 gage minimum)with 5/8 plywood backing construction. Must hold (7) 3.5 gallon processing tanks with plenums and one 3.5 gallon wash tank. Individually controlled on/off Nitrogen and air manifolds to developers and fixer tanks (custom). Syphon for disposing of used chemistry (custom). Pump for disposing of used fix into silver recovery system (custom). NOTE: The discharge will be directly plumed into a special drain (custom). Temperature control water mixing valve to control temperature of wash water. This mixing valve should also provide water to a separate Faucet that a house can be attached too. (custom) Hot and cold water Faucets (no temperature controlled mixing valve.(custom) Temperature gage mounted in sink to display mixing valve water temperature. Temperature gage mounted in sink to display water jacket temperature. Partitioned sink to separate developer/stop bath / fixer from the rest of the sink. Chemistry temperature will be controlled by recirculating heater/chiller.(custom) Recirculating heater/chiller pump to control water temperature in water jacket around developers/stop bath/fixer portion of the sink (custom). Two drains (one in partitioned developer/stop bath/fix area) the second drain in the remaining area of sink for wash water (custom). Storage for chemistry below sink with easy opening doors (custom). Easy replaceable timers and controls for nitrogen and compressed air burst system. The sink should include a built in pressure regulator with appropriate pressure gages for nitrogen and compressed air. NOTE: Replacement of the timers, controls and hoses design should minimize disassembly requirements(custom). SINK TWO TECHNICAL REQUIREMENTS: C-41 PROCESSING SINK Stainless steel construction 3.5 gallon chemistry tanks Individually controlled on/off Nitrogen manifolds to all tanks (custom) Temperature control water mixing valve to control temperature of wash water. This mixing valve should also provide water to a separate faucet that a house can be attached too. (custom) Syphon for disposing of used chemistry (custom). Pump for disposing of used fix into silver recovery system (custom). NOTE: The discharge will be directly plumed into a special drain (custom). Chemistry temperature will be controlled by recirculating heater chiller.(custom) Recirculating heater/chiller pump to control water temperature in water jacket(custom). Two drains, one in partitioned water jacket area and the second drain in the remaining area of sink (custom). Easy replaceable timers and controls for nitrogen burst system. The sink should include a built in pressure regulator with appropriate pressure gages for nitrogen. NOTE: Replacement of the timers, controls and hoses design should minimize disassembly requirements(custom). Heating recirculating pump to maintain chemistry at constant temperature SINK THREE TECHNICAL REQUIREMENTS: BLACK AND WHITE DARKROOM PRINTING SINK Heavy duty 16 gauge stainless steel rolled and shaped over .75 inch plywood Outside width 36 inches, inside width 33.5 inches, inner depth 5 inches Sink must be constructed to stand in the middle of the darkroom and photographers must be able to work on both sides Sink must be long enough to hold 7 processing trays (23.25 inches x 29.25 inches) estimated total length of sink is 16 feet (custom). Sink must have a full length storage area underneath with easy opening doors (custom). Pump for disposing of used fix into silver recovery system (custom). NOTE: The discharge will be directly plumed into a special drain (custom). Hood extending over full length and width of sink. Hood must contain the following: (custom) 1. Print timers on both sides with an easy system to replace these timers when necessary. 2. Safe lights from developer to fix. 3. Mixing valves with temperature gauges for two wash tanks. 4. Faucet for non mixed hot and cold water. 5. Two faucets connected to mixing valve to connect hoses to wash tanks 6. Two additional faucets on each side of the sink for cleaning sink and mixing chemistry 7. White light over fix tray with on and off switch for viewing prints. Note: This light should be designed so that the white light will not affect print processing. PRIOR DRAWINGS, EQUIPMENT AND COMPONENTS APPROVAL REQUIRED. Delivery Tiemframe -approximately eight (8) weeks. Standard Commercial Warranty is required. Delivery -to Quantico, Virginia, 22135.-- Offeror need to indicate FOB Destination or FOB Origin w/estimated shipping charges. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source, Interested persons may identify their interest and capability to respond to the requirements or submit quotes. This notice of intent is not a request for competitive quotes. However, all quotes received within ten days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
