- The FAA William J. Hughes Technical Center intends to award a single source contract in accordance with FAA AMS 3.2.2.4 to Superior Technical Solutions (STS), Incorporated, a New Jersey-based small business, to provide support to the Standard Terminal Automation Replacement System (STARS) program at the FAA William J. Hughes Technical Center and FAA Headquarters. This proposed contract is to provide programmatic consulting and training needs of the STARS Program Manager, Definition Supervisor, and Functional Experts for Requirements for Test to ensure requirements are met, understood, and documented. A one-year performance period is anticipated, with an additional one (1) year option. It has been determined that it is in the best interest of the government to acquire these services from STS on a single source contract basis for the following reasons: ? The high level of experience specific to these tasks that STS personnel possess will make FAA extremely efficient in its work as opposed to other contractors who would need to come up to speed in some or all of the required tasks. STS personnel have demonstrated that they can perform the diverse and unique requirements for developing and conducting STARS and other related training (e.g., OT&E Training, Leadership Training, and Test Conduct Training for AT and AF Field Personnel) quickly and on short notice. Other contractors (e.g., Terminal ATB prime contractors) would take more time to develop course materials, be more expensive and would lack the understanding of the subject matter and target audiences. STS personnel have a proven track record of exceptional quality and efficiency in prior tasks performed for the Terminal ATB and STARS (e.g., preparing responses to Congress and the IG). STS personnel have contributed to significant savings in dealing with the STARS p! rime contractor (e.g., JumpSTARS development cost, and max configuration set-up). ? Although a few of the tasks outlined in this document and SOW could be performed by other contractors, no other source, other than STS personnel, can provide the combined knowledge, skill, and experience to perform all of the tasks given their complexity and demand for immediate turnaround. ? In addition to vast experience in all phases of the STARS project, STS personnel have the unique combination of training, consulting, project management, and systems engineering experience in Common Arts, En Route, Voice Switching, Oceanic, NASA, NATO, and DoD projects, etc., as well as STARS that are both within and external to the FAA. ? Due to the complexity and visibility of the STARS program at this time, no other vendor can match the skill, knowledge, and proven performance of the STS personnel, within the required critical timeframes to support the ATB mission. A competitive solicitation is not available for this procurement. If your firm does not agree with this single source determination, please provide evidence of your firm's capability and experience in providing the above and the FAA will evaluate that information accordingly.
