- Description
- The Louis Stokes Cleveland VAMC, Cleveland, OH, intends to negotiate sole source with University Circle Incorporated, of Cleveland, OH, to provide shared =93Shuttle-Bus Service,=94 to and from the Cleveland VA Medical Center, to designated locations in and around the Case Western Reserve University complex (University Circle). University Circle, Inc., provides a shared shuttle service in and around the Case Western Reserve University Complex known as University Circle, which encompasses several entities within this geographic area. University Circle, Inc. is an entity established by this business district for the purpose of promoting the interests of the businesses within this district ensuring that the area is represented favorably. As an entity in support of the surrounding district, part of their service is to provide a connection between the medical professionals within the University Circle, which includes the Cleveland VA Medical Center.=20 Important to this is the fact that University Hospital medical staff also provides medical services on-site at the VA Medical Center and requires a means of travel between the two facilities. University Circle, Inc. has the responsibility for providing that link between all of the different businesses patroned within the circle for which the cost of shuttle service is shared by other business entities within the circle. Requirements include, but may not be limited to: a) all vehicles utilized shall be maintained in a clean, neat and safe manner; b) vehicle maintenance shall be performed on a routine basis to eliminate breakdown, passenger discomfort and safety related items; c) vehicle capacity shall be a minimum of 24 passengers; d) unit shall be air-conditioned for summer comfort and heated for winter; and e) adherence to the basic day route schedule. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
