Description
This announcement constitutes a Sources Sought Synopsis. The following information is provided to assist the Air Force in conducting market research of industry to identify sources that meet Air Force requirements for the Pacific Alaska Range Complex (PARC) program. The Atmospheric Early Warning (AEWS) SPO ESC/ACM and OO-ALC LHKC will award a contract for a turn-key radar system and installation at Mt. Fairplay, Alaska. The radar shall provide air surveillance of aircraft in support of Air Traffic Control (ATC) and air sovereignty requirements including Ground Control Intercepts (GCI). The system shall include valley coverage capability and provide detection of air carrier, military and general aviation aircraft in ground, weather, and anomalous propagation clutter and output accurate, reliable surveillance and beacon data to remote operations facilities. The system shall consist of a three dimensional primary radar and a secondary, dual channel (beacon) radar with a minimum range of at least 240 nmi. It shall be FAA Certifiable and the primary radar system shall not operate in S or X Band. The system shall be unmanned with an inherent system availability to support unmanned operation. The system shall be transportable via C-130 and CH-47 aircraft. This is not a Request for Proposal (RFP), or an Invitation for Bid, nor is it to be construed as a commitment by the government. It is anticipated that this acquisition will be awarded in a competitive atmosphere utilizing the FAST (Flexible Acquisition and Sustainment Tool) ID/IQ Contract.
