- The Billings Area Indian Health Service (IHS) is requesting proposals in accordance with the requirements of Request for Quotation (RFQ)-10-02-043 to acquire a Licensed Practical Nurse for the Pryor Health Clinic on the Crow Indian Reservation, Pryor, Montana. This procurement is being conducted under Simplified Acquisition procedures pursuant to the authority of Federal Acquisition Regulation (FAR) subpart 13.5 Test Programs for Certain Commercial Items (10 U.S.C. 2304(g) and 2305 and 41 U.S.C. 253(g) and 253a and 253b), FAR Part 12 Commercial Items (Title VIII of the Federal Acquisition Streamlining Act of 1994 (Public Law 103-355)), and FAR 37.1, Personal Services Contracts. The contractor shall provide direct care for ambulatory care patients of all ages with diverse nursing and medical diagnoses and health care/maintenance needs. Collect data on the health status of the patient using established assessment skills to identify immediate health care and nursing needs. Activities include, but are not limited to, vital signs, Snellen eye exams, chief complaint, response to selected therapy such as pain medication, immunization status, health maintenance needs, health risk assessments. Assess changes in patients condition and implement appropriate interventions and or report changes to the supervising registered nurse, as appropriate. Activities include, but are not limited to, identifying and reporting changes in level of consciousness, elevated temperature, shortness of breath, obstructed airway, bleeding, reactions to medications or immunizations, pulselessness, apnea, and injuries. Provide instruction to patients on basic procedures, use of equipment, collection of lab specimens, etc, in accordance with nursing or multidisciplinary education plans. Activities include, but are not limited to, instructions regarding crutch walking, urine specimens, sputum specimens, and stool specimens. Document observations, measurements, nursing interventions and outcomes in the medical record using approved forms and formats. Activities include, but are not limited to, documentation on flow charts, PCC encounter forms, and immunization records. Identify and respond appropriately as a member of the health care team to emergencies. Maintain a safe, clean work and patient care environment through appropriate implementation of infection control and safety policies and procedures and reporting unsafe conditions when they occur. The Indian Health Service intends to award a firm fixed price contract as a result of this solicitation. The contractor shall be subject to a character investigation as required by Public Law 101-630, Indian Family Violence Prevention Act and Public Law 101-647, Crime Control Act. The contract will be awarded for a 12-month period with three 12-month options.
