Description
The Billings Area Indian Health Service (IHS) is requesting proposals in accordance with the requirements of Request for Quotation (RFQ)-10-02-044 to acquire a Medical Technologist for the Pryor Health Clinic on the Crow Indian Reservation, Pryor, Montana. This procurement is being conducted under Simplified Acquisition procedures pursuant to the authority of Federal Acquisition Regulation (FAR) subpart 13.5 Test Programs for Certain Commercial Items (10 U.S.C. 2304(g) and 2305 and 41 U.S.C. 253(g) and 253a and 253b), FAR Part 12 Commercial Items (Title VIII of the Federal Acquisition Streamlining Act of 1994 (Public Law 103-355)), and FAR 37.1, Personal Services Contracts. The contractor shall be responsible for all laboratory services at the Pryor Clinic. The contractor is independently responsible for the application, modification and extension of analytical methods and procedures in the performance of a variety of tests/examinations of human tissue, fluid and other substances in the clinical lab. The contractor shall perform a wide range of clinical laboratory tests/examinations per request by medical staff for use in clinical diagnosis, patient screening, monitoring patient therapy and status and other authorized purposes. The contractor is responsible for collection of samples, and testing/examinations on patients of all ages. The contractor resolves technical problems and ensures that remedial actions are taken whenever test systems deviate from the laboratorys established performance specifications. The contractor shall conduct and/or participate in developmental work related to clinical laboratory operations, including formulating, documenting and introducing new tests/examinations into the lab. The contractor provides guidance, direction and training to other medical ancillary personnel in matters related to the clinical lab. The contractor shall be accessible to the nursing staff for telephone consultation when no one is on-site. The contractor shall maintain professional knowledge and proficiency in medical technology through continuing education, staff meetings, and participation in professionally oriented activities, as well as other duties as assigned. The Indian Health Service intends to award a firm fixed price contract as a result of this solicitation. The contractor shall be subject to a character investigation as required by Public Law 101-630, Indian Family Violence Prevention Act and Public Law 101-647, Crime Control Act. The contract will be awarded for a 12-month period with three 12-month options. This acquisition is restricted to 100% Small Business Concerns.
