- The Billings Area Indian Health Service (IHS) is requesting proposals in accordance with the requirements of Request for Quotation (RFQ)-10-02-042 to acquire Registered Nursing services for the Pryor Health Clinic on the Crow Indian Reservation, Pryor, Montana. This procurement is being conducted under Simplified Acquisition procedures pursuant to the authority of Federal Acquisition Regulation (FAR) subpart 13.5 Test Programs for Certain Commercial Items (10 U.S.C. 2304(g) and 2305 and 41 U.S.C. 253(g) and 253a and 253b), FAR Part 12 Commercial Items (Title VIII of the Federal Acquisition Streamlining Act of 1994 (Public Law 103-355)), and FAR 37.1, Personal Services Contracts. The duties include functioning as a clinical nurse in a rural satellite clinic, completing initial assessment of patients of all ages at the outpatient clinic. Triage patients according to policy. Ensure patient flow is consistent and according to individual patient needs, routine, emergency, etc. Assist with ordering labs, x-rays, ultrasound procedures after medical provider sees patients. Assess and treat minor health problems per clinics established protocol. Provide emergency treatment such as CPR, ACLS, and EKGs in urgent care instances. Coordinate health care needs of all patients through assessment, evaluation, and referral to appropriate resources. Assess the stable phase of common chronic illnesses such as Diabetes and hypertension for changes and determine need for change in regime or refer to medical provider. Manage other nursing health team employees. Teach individuals and families in-home care such as treatments, medications, nutrition and preventive health tests. Provide health counseling to individuals and families. Order clinical equipment and medical supplies. In absence of lab personnel, draw blood to be sent to outside lab and perform various CLIA waived testing. Perform the quality assurance for a variety of clinic tools. Maintain crash cart and defibrillator and check oxygen tanks daily. Attend staff meetings and in-service as scheduled. Administer immunizations and skin tests per immunization standing orders. Administer allergy shots per standing order. Prepare and administer prescribed oral, intramuscularly, intradermal, and IV medications. The Indian Health Service intends to award multiple contracts as a result of this solicitation. The contractor shall be subject to a character investigation as required by Public Law 101-630, Indian Family Violence Prevention Act and Public Law 101-647, Crime Control Act. The contracts will be awarded for a 12-month period with three 12-month options. This acquisition is restricted to 100% Small Business Concerns.
