- The Billings Area Indian Health Service (IHS) is requesting proposals in accordance with the requirements of Request for Quotation (RFQ)-10-02-045 to acquire a Quality Management Facilitator for the Verne E. Gibbs Health Center on the Fort Peck Indian Reservation, Poplar, Montana. This procurement is being conducted under Simplified Acquisition procedures pursuant to the authority of Federal Acquisition Regulation (FAR) subpart 13.5 Test Programs for Certain Commercial Items (10 U.S.C. 2304(g) and 2305 and 41 U.S.C. 253(g) and 253a and 253b), FAR Part 12 Commercial Items (Title VIII of the Federal Acquisition Streamlining Act of 1994 (Public Law 103-355)), and FAR 37.1, Personal Services Contracts. The contractor shall plan, coordinate, implement and evaluate the facility-wide accreditation and performance improvement (PI) programs. The contractor shall provide technical assistance to department supervisors relating to utilization review (UR), third party collections, and risk management (RM). This involves reviewing current activities, recommending and implementing program changes that ensure ongoing facility accreditation, improved patient care processes, aid in increased third party collections and help with risk management events. The contractor shall facilitate group solutions/interactions with the Fort Peck Service Unit and other agencies including the Fort Peck Tribal Executive Board. The contractor shall provide administrative assistance to these multi-agency ventures. The contractor shall work closely with the medical staff and locum medical staff. The contractor shall act as technical advisor to the medical staff management. The contractor shall be responsible for the statistical production and release of special projects in conjunction with the medical staff and administrative team. The contractor shall be responsible for assessing and assisting the compliance programs. The contractor will be required to provide services one day per week. The contractor must be currently certified as a Certified Professional in Health Care Quality (CPHQ) or able to document five years of experience in JCAHO/PI/QA/RM and medical records consulting. The Indian Health Service intends to award a firm fixed price contract as a result of this solicitation. The contractor shall be subject to a character investigation as required by Public Law 101-630, Indian Family Violence Prevention Act and Public Law 101-647, Crime Control Act. The contract will be awarded for a 12-month period with three 12-month options.
