Description
The National Heart, Lung, and Blood Institute intend to negotiate on a noncompetitive basis with Knowledge Sharing Systems Inc., c/o Cooley & Associates, PLC, P.O. Box 7967, Charlottesville, VA. 22906, for the purchase of KSS Tech TracS Data Base to include the Technology Manager, Agreements Manager, Patient Manager, Financial Manager, Contracts Manager, User Access Control, Forms Manager, List Manager, Reporting tools, Search/Sort Tools, Events Manager, CRADA Manager, (Federal Labs only), Taxonomy Manager, Attachment Manager/Link Manager, KSS TechFinder, Virtual Fields Manager, email Broadcast manager, Advanced Financial Manager, Process Automation Manager )PAM), Web-based Invention Disclosure Manager, Web-based Agreements Manager, Web-Environment, Synchronization Software (K-Sync), Synchronization Software (KSS Replicator), Business Rules Manager, Advanced Report Manager, Conversion 4D software and training. The system will provide the comprehensive package of both client server elements and web-enable components for managing the entire technology life cycle, including Material Transfer Agreements and Invention Disclosures, as well as relating agreements such as Clinical Trial Agreements and Cooperative Research and Development Agreements to the technology patented and licensed. This system allows for automation of business processes. And is also compatible with the TechTracs system recently implemented by the Office of Technology Transfer, NIH. The North American Industry Classification (NAICS) Code is 421430 and the Size Standard is 100 employees for this requirement. This requirement is a small business set-aside. This acquisition is being conducted under simplified acquisition procedures, and exempt from the requirements of FAR Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. Responses to this announcement, referencing synopsis number NHLBI-PS-2002-148 must be submitted in writing to National Heart, Lung, and Blood Institute, Contracts Operations Branch, Procurement Section, 6701 Rockledge Drive, Suite 6042, Bethesda, MD 20814-7902, Attention: Deborah Coulter. Fax quotations will only be accepted if dated and signed by an authorized company representative. All responsible sources may submit a proposal, which if timely received, shall be considered by the agency.
