Description
The National Heart, Lung, and Blood Institute intend to negotiate on a noncompetitive basis with the CD Leycom Argonstraat 116, 2718 SP Zoetermeer, Netherlands, to purchase one (1) each, 1. Leycom CFL-512 (CFA-512) Cardiac Function Lab (Cardiac Function Analyzer) integrated system for the acquisition, storage, display, analysis, and hard copy documentation of pressure volume data, and CE approved for clinical use. To include battery powered patient module, inductive battery charger, communication through fiber-optic cable, optimal patient safety. Dedicated computer, Intel Pentium based, 20 GB, hard disk, enough for many hours of data acquisition at 12 channels and 250 samples/sec, user-friendly menu-driven software data-acquisition and analysis; all functions easily selected by trackball/keyboard, LV volume, pressure, ECG and up to five user-supplied additional signals are displayed on-lined in several user-controlled formats, beat-to beat assessment of hemodynamic indices, real-time display of signals and simultaneous data acquisition determination/computation of relations that quantify cardiac function, 12" high definition Nec MultiSync color monitor, laser printer, for extensive report options: options: print-out of graphs, of calculated variables and indices, special drip-proof keyboard, external connections panel: ECG output, pressure and 4 additional auxiliary inputs, CFL-512 user manual, (2) Millar 510 pressure Interface, (3) CD Leycom/Sentron pressure interface, (4) CD Leycom 7F combination catheters, (5) CD Leycom 6F Pressure catheters, (6) one year warranty on parts and labor except for catheters, (7) 3-5 days installation and training on location are all included. The Analysis of pressure/volume relationships is key for a complete assessment of Cardiac Function. This technology is key to the ongoing development of the congestive heart failure research program at the national institutes of health and will be useful in other human protocols involving cardiac function such as those focusing on hypertrophic cardiomyopathy. The North American Industry Classification (NAICS) Code is 421450 and the Size Standard is 100 employees for this requirement. The are no small business set-aside restrictions for this requirement. This acquisition is being conducted under simplified acquisition procedures, and exempt from the requirements of FAR Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. Responses to this announcement, referencing synopsis number NHLBI-PS-2002-158 must be submitted in writing to National Heart, Lung, and Blood Institute, Contracts Operations Branch, Procurement Section, 6701 Rockledge Drive, Suite 6042, Bethesda, MD 20814-7902, Attention: Deborah Coulter.
