- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) web site http://www.fedbizopps.gov. Interested parties are responsible for monitoring the FBO site to ensure that they have the most up-to-date information about this acquisition. The Request for Quote (RFQ) number is RFQ-939174, and is being conducted as a 100% Small Business Set-Aside, under the procedures of the Federal Acquisition Regulation (FAR) Parts 12 and 13 (test program). The North American Industrial Classification System number is 514191, the size standard is $21M. The Federal Bureau of Investigation intends to award a firm-fixed price contract under RFQ 939174, for Internet Line services in the Chicago, IL, area. The FBI?s Internet requirement shall consist of: a T1 connection line, 95% continuous connection, architecture design to avoid Internet traffic; and, multiple domain names. The period of service may be either one-year, two-year, or three-year service agreements. Installation shall be 30 days after-receipt-of-order, at the FBI-Chicago Field Division, located in Chicago, IL. All quotes shall be submitted to the attention of Ms. Theresa M. Powell, Contracting Officer, by 2:00 PM, EDT, 9/30/2002. Quotes shall be facsimiled (202) 324-1172. The RFQ incorporates by reference provisions and clauses that are in effect thorough Federal Acquisition Circular 2001-08. The provisions at FAR Clause 52.212-1, Instructions to Offerors (OCT 2000), Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes and Executive Orders (MAY 2002), Subsection (a),(d) and (e). Clause 52.212-3, Offeror Representations and Certifications (MAY 2002) apply. Each offer shall include a completed copy of 52.212-3 with their quote. Clause 52.212-2, Evaluation-Commercial Item (MAR 2001) is incorporated by reference and applies to this acquisition. ADDENDUM to 52.212-2(a)--Award will be based on best value to the government. The evaluation of this RFQ will be in accordance with Part 12, 13, and 15 of the FAR. The following factors shall be used to evaluate offers: Technical and Price. Price is more important than technical. Offerors must acquaint themselves with the new regulations concerning Commercial Item acquisition contained in FAR Subpart 12 and must ensure that all Representations and Certifications (located on the Internet) are executed and returned as required in this synopsis/solicitation.
