- This combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quote (RFQ) number is RFQ-0019401, and is being conducted as a 100% Small Business set-aside procurement under the procedures of Part 12 and 13, test program, for brand-name or equal duffel bags. The North American Industrial Classification System (NAICS) number is 316991, the size standard is 500 employees. The RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-08. The Federal Bureau of Investigation intends to award a Brand-Name or Equal, Firm-fixed price type contract for the following: 1) 100 each Mountainsmith Pack 1-Nucleus Pack3500 cubic inches. Dimension: (LxHxW) 14?x24?x8?. Materials: Main Body- 420d High Density Nylon Mini-Ripstop, Bottom- 1050d Ballistic Nylon, Webbing- Nylon, Zippers- YKK. Features: Neoprene computer sleeve, dual side ?hidden? zipper pockets, side mesh water bottle pockets, hydration exit ports, padded fleece lined valuables pocket, high volume front radio pocket. Suspension: Dual Aluminum Stays, HDPE Frame sheet, removable waist belt. Construction: 6-9 stitches per inch, double needle on all zippers and high stress areas, individual 100% inspection, bonded nylon thread, taped interior seams; 2) 100 each Mountainsmith Pack 2-Encounter Rolling Duffel- 6,000 cubic inches. Dimensions- (LxHxW) 34?x15?x14?. Materials: Main Body- 420d High Density Nylon Mini-Ripstop, Bottom/Wear Areas- 1050d Ballistic Nylon, Webbing- Nylon, Zippers- YKK. Features: Locking two stage aircraft aluminum handle, twin ?glide rails?, in-line rolling technology with independent bearings, fully lined, multiple storage options with mesh pockets. Construction: 6-9 stitches per inch, double needle on all zippers and high stress areas, individual 100% inspection, bonded nylon thread, taped interior seams; and, 3) 100 each Mountainsmith Pack 3-Buttress Rolling Duffel- 10,000 cubic inches. Dimensions- (LxHxW) 36?x16?x16?. Materials: Main Body- 420d High Density Nylon Mini-Ripstop, Bottom/Wear Areas- 1050d Ballistic Nylon, Webbing- Nylon, Zippers- YKK. Features: Locking two stage aircraft aluminum handle, twin ?glide rails?, in-line rolling technology with independent bearings, fully lined, multiple storage options with mesh pockets, removable and adjustable padded interior dividers. Construction: 6-9 stitches per inch, double needle on all zippers and high stress areas, individual 100% inspection, bonded nylon thread, taped interior seams. If items called for by this RFQ have been identified in the synopsis/solicitation by a "brand name or equal" description, such identification is intended to be descriptive, not restrictive, and to indicate the quality and characteristics of products that will be satisfactory. Quotes offering "equal" products (including products of the brand name manufacturer other than the one described by the brand name) will be considered if such product(s) is (are) clearly identified in the quote and is (are) determined by the FBI to meet fully the salient characteristic on above products. Unless the vendor clearly indicates in their quote that they are offering an "equal" product, the quote shall be considered as offering a brand name product referenced in this synopsis/solicitation. If the offeror proposes to furnish an "equal" product, the brand name of the product to be furnished shall be provided in the quote. All quotes will be considered. Each offeror shall submit product literature of the items he/she proposes. The provision at FAR Clause 52.212-1, Instructions to Offerors (OCT 2000), and addendum is incorporated. ADDENDUM to 52.212-1, Modify (b) Submission to offers: "Submit signed and dated offers to the attention of Ms. Theresa M. Powell, Contracting Officer, via facsimile at (202) 324-1172.? Modify (b)(10): The contractor shall provide the FBI with five (3) point-of-contacts for previous contracts, either Government or Commercial, for the purpose of evaluating Past Performance." All quotes are due by 2:00 PM, EDT, 9/30/2002. Delivery of items shall be 120 days after-receipt-of-order. The delivery shall be FOB Destination to FBI Academy, HRT Building, Quantico, VA, 22135.. All prices quoted shall incorporate destination charges. Incorporated by reference are the FAR Clauses 52.212-4, Contract Terms and Conditions (DEC 2001), and 52.212-5, Contract Terms and Conditions Required to Implement Statutes and Executive Orders (MAY 2002), Subsection (a), (d), and (e). ADDENDUM to Clause 52.212-4, add 52.211-6-BRAND NAME OR EQUAL (AUG 1999); 52.233-3-PROTEST AFTER AWARD (AUG 1996); 52.233-2-SERVICE OF PROTEST (AUG 1996). The Department of Justice (DOJ), Justice Acquisition Regulation Clauses, 2852.233-70-PROTESTS FILED DIRECTLY WITH THE DEPARTMENT OF JUSTICE (JAN 1998); The FBI's ombudsman for this solicitation is Mr. Louis Reigel, III, Federal Bureau of Investigation, 935 Pennsylvania Ave., N.W., Washington, D.C. 20535. Mr. Jack R. Cordes, Jr., Chief Contracting Officer, Federal Bureau of Investigation, 935 Pennsylvania Ave., N.W., Washington, D.C. 20535-0001, shall serve as the FBI's contact in accordance with 52.233-3-Protest after award. ADDENDUM to Clause 52.252-5 AUTHORIZED DEVIATIONS IN CLAUSES (APR 1984), is incorporated by reference and applies to FAR Section 9.104-1. Clause 52.212-3, Offeror Representations and Certifications (DEC 2001) apply. Each offer shall include a completed copy of 52.212-3 with their quote. FAR Clause 52.212-2, Evaluation--Commercial Items (MARCH 2001) is incorporated by reference and applies to this acquisition. ADDENDUM 52.212-2(a)--Award will be based on product and price. The following factors shall be used to evaluate offers: Product, price and past performance. Product and price when combined are more important than cost or price. However, as quotes become more equal in their product merit, the evaluated cost or price becomes the determining factor. Past Performance will be based on telephonic performance evaluations received from previous contacts provided in the quote. Any vendor not having government or commercial experience will be rated as "Neutral." Offerors must acquaint themselves with the regulations concerning Commercial Item acquisition contained at FAR Subpart 12 and must ensure that all Representations and Certifications (located on the Internet) are executed and returned as required in this synopsis/solicitation.
