- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 , as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Notice is issued under Request for Quotation (RFQ) 0032990, using Simplified Acquisition Procedures (SAP). The solicitation and document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-08. NAICS is 333315 with a small business size standard of 500 employees. This solicitation will result in a Firm Fixed Price contract. This requirement is being conducted as a Brand Name or Equal. Brand name is Searchcam EntryLink Hazmat Wireless Video System. The salient characteristics are as follows: Color camera, 1/4" CCD, Minimum 5 LUX with automatic iris and DSP control, remote microphone, laser pointer, integrated digital compass, air temperature sensor, high power transmitter minimum 250mW, omni-directional antenna, minimum range of 10, 000 ft., maximum range of 40,000 ft., nickel metal hydride rechargeable batter, dual charger system 120V/240V AC/12V DC, wet decon, watertight, and chemical resistant. The handheld camera unit shall be certified to a minimum of UL certification for Non-incendive, Class I Division, A-D atmospheres. The Antenna/Receiver salient's characteristics are as follows: Control Console shall have power on/off, cable input select, signal strength meter, input-power 12VDC or 11/220 VAC, and output-video signal (BNC) audio signal (BNC); Antenna shall have power supplied from the console, a reception angel of 60◦ horizontal and 20◦ vertical, rain tight during operation, operating temperature 0 degrees Fahrenheit to 120 degrees Fahrenheit, a mobile telescoping stand; Antenna Stand shall be a minimum of 82" height and maximum of 17'4" height. The antenna cable shall be a 50'. Unless clearly marked that the vendor is quoting on an equal, the offered item shall be considered as the brand name product referenced in this announcement. If the vendor proposed to furnish an equal product, the brand name of the product to be offered shall be included in the quotation. The evaluation of the quotations and the determination as to equality of the product shall be the responsibility of the Government and will be based on information furnished by the vendor. The purchasing activity is not responsible for locating or securing any information which is not identified in the quotation and reasonably available to the purchasing activity. To ensure sufficient information is available, the contractor must furnish as a part of its quotation all descriptive material (such as cuts, illustrations, drawings or other information) necessary for the purchasing activity to determine whether the product meets the salient characteristics of the requirement. The Contractor shall install the equipment at Quantico, Virginia. A standard Commercial warranty is required. Delivery is FOB, Destination, Quantico, Virginia. Evaluation criteria from this solicitation will consist of technical capability of the offered items to meet the agency requirements, past performance and price. Technical capability and past performance when combined are significantly more important than price. Offerors shall provide names, addresses and telephone numbers of three customers, either Government or commercial, that have received the same product during the past two years or less (this information is required for evaluation of past performance).
