Description
This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number for this procurement is F09607-02-T-0068 and is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2001-09, Defense Acquisition Circular (DAC) 91-13 and Air Force Acquisition Circular (AFAC) 96-5(2). For informational purposes The Standard Industrial Classification Code is 7381. The North American Industry Classification System is 561612. The procurement is 100% small business set aside. BID SCHEDULE shall be for the following service: CLIN 0001: Provide training in Sharpshooter field craft and employment operations according to Statement of Work (SOW) attached. This training shall be provided for a total of twelve (12) students, and a length of five (5) days in classroom only, with no outside field exercises, and no outside firing exercises. Students are already trained infantry skills, CQB, map and compass, GPS etc. Standards are set by the Aor Forces Center and met prior to attendance, must be E-4 or above, recommended by commander, pass physical training testing requirements per age restrictions, score expert on rifle qualification, and pass psychological evaluation. FOB: Destination. Provision at FAR 52.212-1, Instruction to Offerors Commercial Items applies to this acquisition. Request for Quotation (RFQ) should be submitted and shall contain the following information: RFQ NUMBER; TIME SPECIFIED FOR RECEIPT OF OFFERS; NAME, ADDRESS; TELEPHONE NUMBER OF OFFEROR; TERMS OF THE EXPRESSED WARRANTY; PRICE, ANY DISCOUNT TERMS AND ACKNOWLEDGEMENT OF ALL SOLICITATION AMENDMENTS (if applicable). Quote shall also contain all other documentation specified herein. Signed quotes must indicate CLIN number, quantity, unit price, and total amount for each item. Offerors shall include a statement specifying the extent of agreement with all terms, conditions and provisions included in the solicitation. PERIOD OF ACCEPTANCE OF OFFERORS: The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation. LATE OFFERS: Request for Quotations or modification of quotes received at the address specified for the receipt of offers after the exact time specified for receipt of offers WILL NOT be considered. EVALUATION/AWARD: IAW FAR 52.212.2, Evaluation-Commercial Items, the Government will award a purchase order resulting from this solicitation to the offeror that represents the best value when compared to any lower priced quotation. All offerors MUST BE CENTRAL CONTRACTOR REGISTERED (CCR). OFFERORS SHALL INCLUDE A COMPLETE COPY OF THE PROVISION AT FAR 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS, WITH THEIR OFFER, which can be downloaded from the internet or requested in writing via facsimile at 229-257-4032. Offerors that fail to furnish the required representation information or reject the terms and conditions of the solicitation, may be excluded from consideration. ATTACHMENT- STATEMENT OF WORK (SOW) Provide instructor certification training in Sharpshooter field craft and employment operations to the 820th Security Forces Group at Moody AFB, GA. STATEMENT OF WORK IN SUPPORT OF THE 820th Security Forces Group (820 SFG) 1.0 INTRODUCTION 1.1. Purpose. The purpose of this Statement of Work (SOW) is to obtain certification for selected members of the 820 SFG to provide training in Sharpshooter field craft and employment operations. 1.1.1. Stalking 1.1.2. Range Estimation 1.1.3. Target Detection 1.1.4. Urban and Non-Urban Employment 1.1.5. Concealment 1.1.6. Sapper Lanes 1.1.7. Ghillie Construction 1.2. Background. The of Air Force Chief of Security Forces, BG Shamess, has directed the 820 SFG to be the field testing agency in executing an Air Force level commitment to integrating sharpshooters in the Security Forces career field. Currently, there are no in-service options for us to obtain this training. To execute this directive, we must create a training continuum from currently non-existing sources. This necessitates creating a unique training course using contracted services of trained veterans from other services. 1.3. Scope. This SOW addresses service to be provided in support of paras 1.1. and 1.2. Representatives of support agencies agree to travel to Moody AFB and train selected members of the 820 SFG in Sharpshooter field craft and employment operations. 2.0. CONTRACTOR REQUIREMENTS. 2.1. Provide training, and documented proof of such training, in Sharpshooter field craft and employment operations. 2.2. Provide necessary materials (training aides) except personal gear (LBV and equipment to construct ghillie suits) to accomplish the training as described above. 2.3. Provide evaluation, retraining as required, and reevaluation as required to meet the objectives of the training described above. 2.4. Provide post-training consultation to the 820 SFG as required. 3.0. GOVERNMENT FURNISHED EQUIPMENT AND RESOURCES. 3.1. The 820 SFG will provide a suitable facility and training areas for the contractor to conduct the training described above. 3.2. The 820 SFG will provide any required individual or group safety gear (i.e., floor mats, mouth guards, knee and elbow pads, protective cups, etc.). 3.3. The 820 SFG will provide water for student and instructor hydration. 3.4. The 820 SFG will provide any required medical treatment for injuries incurred as a result of the training provided by Adler and Associates. 3.5. Duty Hours. The service will be determined at time of award. Training shall be for a period of five (5) days. Hours of service per day, during each phase, will be from 0800 to 1700 hours with a flexible 90-minute lunch break and 10-minute breaks per hour of instruction. 4.0. TRAVEL. The contractor shall be required to travel among buildings on Moody AFB as needed to perform the services in accordance with the SOW. The base security force personnel will grant temporary base access to contracted employees, who will be required to show proper identification and proof of automobile insurance, as applicable.
