Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This notice constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation F09609-02-Q-0021 is hereby issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-09, Dobbins Air Reserve Base, (Marietta) Georgia is soliciting for the acquisition of Cable TV service. CLIN 0001: Provide all plant, labor, equipment and material for Cable TV service for Bldg. 800 (44 rooms) Airmen's Quarters; Bldg. 802 (60 rooms) VQ Quarters All Ranks; Bldg. 401 (52 rooms) Visiting Officers Quarters; Bldg. 486 (Base Gym); Bldg. 729 (Rooms 102,115,118,120,142,147,203,205,232,237,241,245,266,CUB 138,CUB 272, 22 AF Headquarters; Bldg. 922 (Rooms 204 and 205), 94 AW Headquarters; Bldg. 801 (76 Rooms) Airmen Quarters; Bldg. 737 (Room 16 & VIP Room) Base Operations; Bldg. 410 Heavy Equipment School (Basic Only); 700 Operations Squadron, Bldg. 727 (Basic Only); Bldg. 838 (Rooms 1212,1213,1402,2101,2107 & 2121)(Basic Only); Bldg. 922 Civil Air Patrol (Basic Only); Bldg. 833 Security Police (Basic Only); Bldg. 745 Fire Station; Bldg. 840 GA ARNG (Basic Only); and Bldg. 600 Suite A209 (Basic Only). Period of performance is from 1 October 2002 through 30 Sep 2003. This procurement is not set aside for small business therefore it is unrestricted. North American Industry Classification System (NAICS) Code for this procurement is 5123220; size standard $12,500,000.00. The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items, shall apply along with Defense FAR Supplement (DFARS) 252.204-7004, Required Central Contractor Registration (CCR). Evaluation of quotes will be based on price. Quotes shall include a complete copy of FAR clause 52.212-3, Offeror Representations and Certifications--Commercial Items. FAR clauses 52.212-4, Contract Terms and Conditions--Commercial Items shall apply with FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Status or Executive Orders--Commercial Items, FAR clause 52.217-8 Option to Extend Service, DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, AFRC 5352.204-9100, Vehicle Operation and Registration, AFRC 5352.204-9101, Telephone COMSEC Monitoring, AFRC 5352.222-9100, Applicable Wage Rates, AFRC 5352.237-9102, Permits and Licenses shall be incorporated into any contract resulting from this notice. Applicable clauses cited in 52.212-5 are 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.222-41, 52.222-42 and 52.232-33, applicable clauses cited in 252.212-7001 are 252.225-7036, as well as Department of Labor Wage Determination 94-2133 (Rev 22) dated 6/28/2002. This procurement will follow simplified acquisition procedures in FAR Part 13. Please note that prior to award of contract, contractor must be registered in Central Contractor Registration. Proposals must be received by 2:00 P.M. (EST), on Friday 27 September 2002. All proposals shall reference RFQ F09609-02-Q-0021 and include all applicable referenced documents.
