Description
NA This is a combined Synopsis / Solicitation for the commercial services and is prepared in accordance with the format specified in FAR Subpart 12.6, as supplemented with the additional information contained in this notice. Offers are being requested in resp onse to this notice. A copy of the solicitation may be requested by contacting MAJ Kapec at 202-782-1103. Addendum/SOW MUSICIAN/CHOIR DIRECTOR 1. GENERAL. 1.1. The Department of Ministry and Pastoral Care (DMPC), Walter Reed Army Medical Center (WRAMC), Washington, DC has a requirement for the part time non-personal services of a Musician/Choir Director. 2. CONTRACTOR QUALIFICATIONS. 2.1 Contractor shall be experienced on the following manufacturer?s pipe organs. 2.1.1. Two Manual Pipe Organs, manufactured by Mudler-Hunter Pipe Organ, located in the Memorial Chapel, bldg. 57. 2.1.2 Three Manual Pipe Organs, manufactured by Skinner Pipe Organ, located in the Hospital Chapel, bldg. 2. 2.2 Contractor shall be able to play music by sight from the Armed Forces Hymnal. 2.3 Contractor shall be able to transpose and play music in a different key by sight. 2.4 Contractor shall be familiar with all types of music, to include classical, gospel and hymns. 3. CONTRACTOR PERFORMANCE REQUIREMENTS. 3.1. The Contractor will shall provide the services of a Organist/Choir Director and pianist in support of the Department of Ministry and Pastoral Care (DMPC), Walter Reed Army Medical Center (WRAMC). The services shall be in keeping with the liturgical p resentation in order to meet the spiritual and moral needs of the WRAMC religious communities which for the purpose of this contract is defined as the staff, patients, family members and significant others. 3.2. The contractor shall provide Organist/Choir Director and Pianist for Catholic and Protestant services as required by the terms and conditions of this contract. The Government reserves the right to give final approval of Contractor proposed personnel to serve under this contract, based qualifications as set forth in paragraph 2. The contractor shall provide at least two (2) individuals to perform under this contract for simultaneous services only. 3.3. The Contractor shall provide personnel capable of all work specified here. The Contractor shall audition and demonstrate required abilities prior to the initiation of this contract and throughout the period of the contract that the contracted personn el possess special qualifications as outlined in paragraph 2. 3.4. The contractor shall provide a replacement when contracted personnel are absent. Substitutes must meet the same qualifications as the contracted person, as prescribed in paragraph 2. 3.5. The Contractor shall provide supervision of contracted personnel, and shall act as a liaison between the Contracting Officer, contracted personnel, and the COR. 3.6. The Contractor shall provide a list of all proposed personnel, and resumes. During the contract term, the Contractor shall notify and submit resumes to the COR for any new or substitute personnel. Notice shall be provided to the COR for any new or s ubstitute personnel. Notice shall be provided to the COR one (1) week in advance of the substitution. 3.7. Hospital Chapel ? Sundays 3.7.1 The Contractor shall provide Organist/Choir Director to perform one (1) Protestant Service beginning at 9:15 am, ending at 10:45 am. 3.7.2 The Contractor shall provide Organist/Choir Director to perform one (1) Catholic Service beginning at 10:45 am, ending at 12:15 pm. 3.8. Memorial Chapel ? Sundays 3.8.1 The Contractor shall provide Organist/Choir Director to perform one (1) Catholic Service beginning at 9:15 am, ending at 10:45 am. 3.8.2. The Contractor shall provide Organist/Choir Director to perform one (1) Protestant Service beginning at 10:45 am, ending 12:15 pm. 3.8.3. The Contractor shall provide Organist/ Choir Director to perform one (1) Choir Rehearsal every w eek. Exact time/date to be determined by the Chaplains office. 3.9. Contractor shall provide Organist /Choir Director, to perform in the Memorial Chapel, on the following unscheduled services and Federal holidays. These special services shall NOT exceed twenty-four (24) services for each contract period of performanc e. The Chaplains Office will determine the exact time/date. 3.9.1. Contractor shall provide Organist /Choir Director, to perform funerals, memorial, education, class events, closing services, extra choir rehearsals for Easter and Christmas Programs, New Year?s Eve, Martin Luther King?s Birthday, Memorial Day, Veter an?s Day, Thanksgiving Day, and Christmas Day. 4. Government Furnished Items. 4.1. Two Manual Pipe Organs, manufactured by Mudler-Hunter Pipe Organ, Located in the Memorial Chapel, Bldg. #57; 4.2. Three Manual Pipe Organ, Manufactured by Skinner Pipe Organ, located in the Hospital Chapel, Bldg. #2. 4.3. Piano, manufactured by Sohmer & Company, located in the Hospital Chapel, Bldg. #2. 4.4. The COR will provide the appropriate WRAMC identification cards, vehicle registration, and parking placards if necessary. 5. Contractor Furnished Items. The contractor?s personnel shall: 5.1. The contractor shall furnish their own means of transportation. 5.2. Provide telephone numbers at their place of residence. 5.3. When performing services, the contractor shall dress in appropriate clothing attire. 6. Chaplain?s Office Responsibility: 6.1. The Chaplains Office has primary staff responsibility to assist the command in the planning, development and implementations of services. The Chaplains Office is aided in this task by Chaplain Assistant?s Civilian Employees. 6.2. The Contracting Officer?s Representative (COR) will exercise administrative management of this contract, in accordance with paragraph 2. 6.3. Maintain the Two Manual Pipe Organs, manufactured by Mudler-Hunter Pipe Organ, Located in the Memorial Chapel, Bldg. #57 and the Three Manual Pipe Organs, manufactured by Skinner Pipe Organ, located in the Hospital Chapel, Bldg. 2.
