Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The following provisions and clauses apply to this acquisition: 1) 52.212-1, Instructions to Offerors-Commercial (OCT 2000); 2) 52.212-3, Offeror, Representations and Certifications-Commercial Items; 3) 52.212-4, Contract Terms and Conditions-Commercial Items (APR 1998), with an addendum; 4) 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (AUG 2000); and (5) 13.5 Test Program For Certain Commercial Items. The Solicitation Number is 1435-04-03-RP-87221. The solicitation is issued as a Request For Proposal (RFP). The U.S. Department of Interior's GovWorks, as an agent on behalf of the U.S. Department of State, International Information Programs (IIP) bureau, is soliciting proposals for a contractor to produce an Arabic language monthly magazine aimed at Arab youth. The target audience is 18-35 year olds in the Arab world. The magazine will address the whole Arab world, from North Africa through the Middle East. It will present topics of interest to young people through the lens of the commonalities between their society and ours. The magazine will reflect American values, culture and lifestyle. The magazine will be printed and distributed under separate contracts. It is estimated that 50,000 copies of the prototype issues will be printed and distributed in Arab countries. The magazine will be sold at newsstands in most Arab countries. The contractor will report directly to the U.S. Department of State, International Information Programs (IIP) bureau, Arabic Magazine Project Manager. The Contractor will attend regular, routine status meetings and planning sessions at the Arabic Magazine Project Manager's office in Washington, D.C. GovWorks is soliciting a Firm Fixed Price Contract with a base year (base year comprises four prototype magazine issues) and four (4) full production option years. The NAICS code is 541990. SCOPE OF WORK FOR BASE YEAR: The contractor shall: (1) assemble an editorial team of Arab language journalists that includes editors, writers, copy editors, researchers and translators to produce a high-quality monthly magazine; (2) provide articles accompanied by photographs, illustrations, graphics, layout and editorial services for the initial four prototype issues of the 64-page magazine; (3) under the direction of the IIP Arabic Magazine Project Manager develop the initial magazine design, including the cover logo, which will then become the template for the magazine;(4) complete all prepress work, supply camera-ready materials for printing, with clean, high -resolution, black and white copy of artwork with all type in position and trim marks shown. If the job is more than one color, produce a "mechanical" which shows crop marks, registration marks which correspond to the registration marks on each overlay for each color; for art containing many gradients or any 4-color process art must be transferred directly from the computer to negative form; produce eps and tiff formats. (5) publish the first issue of the magazine by the end of March, 2003; (6) incorporate feedback from the IIP Arabic Magazine Project Manager to formulate editorial plans for the three subsequent issues; (7) produce three subsequent issues of the magazine to be published in April, May and June, 2003. The estimated cost for the base year (four prototype issues) shall not exceed $800,000. SCOPE OF WORK FOR OPTION YEARS: For each of the four options years, the Contractor shall: (a) provide articles accompanied by photographs, illustrations, graphics, layout and editorial services for monthly issues of the 64-72 page magazine; (b) incorporate feedback from the IIP Arabic Magazine Project Manager to formulate editorial plans for the monthly issues; (c) prepare all prepress work as described in task 4 for the base year; (d) under the direction of the IIP Arab Magazine Project Manager produce a monthly 64-72 page high-quality magazine on time and within budget. HOW TO RESPOND: Offerors must submit a Capabilities Statement , a Technical Proposal and a separate firm fixed price Cost Proposal. CAPABILITIES STATEMENT: In order to compete for this contract, interested parties must demonstrate that they are qualified to perform the work by providing a Capabilities Statement not to exceed twenty (20) pages - -not including samples- -detailing: (1) your key personnel and organizational experience in publishing high-quality monthly magazines of similar scope and content targeting foreign youth and/or Arab audiences; submit resumes and samples of published work for each proposed editorial team member; (2) past performance including specific references (provide contract number & project description, period of performance, dollar amount, client identification with the point of contact & telephone number) for previous work of this nature that your key personnel or organization is currently performing or has completed within the last three years; submit no more than three (3) samples of past publications. References will be checked. TECHNICAL PROPOSAL: detail how you plan to approach the base year of the project and tasks; include a time schedule indicating benchmarks; specify key personnel, their specific functions and reporting relationships; include a prototype not to exceed twelve (12) pages of Offeror's design concept for the magazine; identify who will be the primary point of contact for this project. Describe how you will approach and publish the magazine if each of the four option years are implemented. The Technical Proposal including the design concept must not exceed twenty-five (25) pages. COST PROPOSAL: this will be a Firm Fixed Price type contract. The Cost Proposal must not exceed three (3) pages and must be a separate document from the Technical Proposal/Capabilities Statement. Separate the base year price from the optional four year tasks. Price each of the optional four years. Offerors must submit an original and five (5) copies, no later than 4:30 p.m. Eastern Daylight Time, October 17, 2002, to the name and address specified for receipt of proposals below. EVALUATION OF PROPOSALS: the following factors are considered more important than price, and will be considered roughly equal in importance: (1) experience with publishing magazines targeting Arab audiences; (2) quality of proposed magazine design concept; (3) quality of proposed editorial team; (4) expertise with projects of similar scope and complexity. Between proposals that are evaluated as substantially equal in quality, the price to the Government will be a major factor in selection for an award. The Government may not conduct negotiations so submit your best offer. CONTRACT AWARD: Contract award shall be made to the responsible Offeror whose offer, in conforming to this RFP, provides an overall best value to the Government.
