- NA Studio Editing Player: This is a Combined synopsis/solicitation for Commercial Items in accordance with FAR Part 12.6, as supplement with additional information included in this notice. This announcement constitutes the only solicitation; proposals are b eing requested and a written solicitation will not be issued. This requirement is being issued as a Request for Quotations, solicitation DABJ49-2260-0009. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-08 (29 July 2002) and Defense Federal Acquisition Circular (FAC) Supplement (DFARs), 1998 edition, current to DCN 20020730. This acquisition is being issued as a 100% Small Business Set-Aside under SIC code 3651/NAICS 33431 0 with a small business standard of 750 employees. Brand Name or Equal. Item proposed must be equal to Sony DSR-1800 DVCAM Studio Edting Player and salient features addressed within this synopsis. Salient Characteristics for Studio Editing Player: 1. Studi o editing player provided must be compatible form, fit and function with existing Avid Media Composer and Adobe Premiere currently in use at Yuma Proving Ground. 2. Studio Editing Player shall have a built-in jog/search dial and multiple format playback ca pability of DV (SP only) and DVCPRO25 for searching desired edit points. Must automatically accommodate all 25 Mbps cassette sizes without requiring cassette adapter or menu setting changes for playback of formats. 3. Studio editing player provided shall p ossess both analog and digital interfaces. Shall posses an SDI interface for migration path to digital Betacam, Betacam-SX and SDI-based systems. Shall have QSD interface to enable quality deterioration-free transfer between studio editing player and DV co mpression-based systems. Must have IEEE-1394 DV-IO connection capability for transferring data between studio editing player and compatible DV-IO equipped cameras, VTRs and nonlinear editing systems. 4. Features: PCM digital audio shall possess wide dynami c range and excellent signal-to-noise ratio. Shall have two selectable audio modes: 2CH mode with 48 kHz-16-bit and 4CH mode with 32 kHz-12-bit. 4. Playback Formats: The Studio editing player provided shall possess playback compatability with DV family fo rmats (25Mbps). The DV family formats include DVCAM, DV (SP mode only) and DVCPRO 25. Tapes shall possess capability to be played back and utilized directly as editing materials with plus or minus zero frame accuracy. 5. Studio editing player provided must have at least three-positioning cassette compartment that automatically accepts DVCPRO M-size cassette tapes in addition to standard and mini size cassettes of DV, DVCAM and DVCPRO. Cassette insertion shall be performed without external adapter or need to set playback format mode before use. 6. Digital slow-motion and jog sound: The Studio editing player provided shall offer a variable-speed playback function with a range of ?0.5 to +0.5 times normal speed. Studio editing player provided shall provide play back of digital noiseless slow-motion pictures and jog sound within this range to enable fast and accurate editing of selected points on tape. This feature must be available for all DV (25 Mbps) format recorded tapes. 7. Accurate Frame Editing: The Studio editing player provided shall be equipped with an RS-442A remote control connection to interface with the other compatible equipment. i.LINK based control shall be available (installing DSBK1803 board acceptable) and accurate frame editing shall be possibl e through interface. 8. Dynamic Motion Control (DMC): Shall provide a DMC-capable editing controller which can allow variance of playback speed for particular sections of tape in the range of 0.5 to +0.5 times normal speed. Memory storage for segments of tape for playback at the same speed shall be available. 9. Clip-Link Operation: Studio editing player provided must be capable of integration into a non-linear editing (NLE) system to support Clip-Link operation, and the VTR shall be capable of sending Clip-Link information data onto the NLE unit, to provide efficiency in the editing process. 10. Process Control (Video Control): The Studio editing player provide d shall be equipped with Process Control for both analog and digital outputs for highly-stable video signal. Process Control shall be able to controlled through the VTR menu for video level, chroma level, hue, Y-C delay Sync phase, SC phase and set-up (bla ck) for composite, S-video, component and SDI output. Features shall be adjustable through external TBC remote controller through video control port (D-sub 15 pin) (rear panel preferred). 11. VITC Time Code: The Studio editing player provided shall be ca pable of inserting time code in the sub-code area on a tape and also through video signal interfaces. The time code shall be recorded on the video tracks. VITC output may be achieved by inserting the signal into the vertical-blanking interval. The time cod e into sub-code area may also be output as VITC. 12. Audio Editing Capabilities: Audio cross-fade function shall be available for noiseless audio transitions as editing points. Audio mix/swap and voice-over functions shall be possible without delay betwee n the video and studio signals. The Studio editing player shall have 4-channel independent editing capability for creating or editing video material in multiple languages or implementing multiple audio sources. 13. Built-in Signal Generator: The Studio ed iting player shall come equipped with a built-in signal-generator that can generate color bars or black burst for video, and 1 kHz tone or mute signal for audio. Must possess capability for pre-striping tapes before editing. 14. Universal Power System: Th e Studio editing player provided shall possess a universal power system that can accommodate AC 100V to 240V, 50 or 60 Hz. The regulator shall be built-in and switch the unit to appropriate voltage automatically. Transformer shall not be used. 15. Auto re peat function: The Studio editing player shall possess an auto-repeat function through the VTR menu with capability for time code to be set as start and stop points. 16. Channel Conditioning Monitoring: The Studio editing player provided shall possess a c olor-channel indicator that indicates a particular error or error rate threshold level in each color and enables the operator to quickly recognize the condition of the VTR or a tape for more reliable editing operation. 17. DVCAM Digital Component Recording Format: The DVCAM format provided shall use 8-bit digital component recording with a minimum 5:1 compression ration and a sampling rate of at least 4:1:1 to adjust picture quality and check multigenerational performance. 18. Power Requirements: AC 100-24 0V, 50-60 Hz. 19. Power Consumption: 100-Watts Maximum. 20. Dimensions: (WxHxD) No larger than 18 inches x 8 inches x 21 inches. 21. Weight: Not to Exceed 30 pounds. 22. Operating Temperature: Minimum 32 degrees F to Maximum 104 degrees F. 23. Storage Temperature: Minimum ?4 degrees F to maximum 140 degrees F. 24. Operating Relative Humidity: Less than 80 percent. 25. Storage Relative Humidity: Less than percent. 26. Tape Speed: 28.193 mm-s. 27. Recording/Playback Time: Standard size: More than 18 4 minutes with PDV-184ME Mini size: More than 40 minutes with PDVM-40ME. 28. FF/REW: Standard Size: Less than 3 minutes.
