Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and an additional written solicitation will not be issued. This solicitation, F05604-02-T-0040, is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition 97-26. The North American Industry Classification (NAICS) code is 713940 and the business size maximum is $6,000,000 ($6M). The Defense Priorities and Allocations System (DPAS) assigned rating for this acquisition is DO-C9E, with this requirement the US Department of Labor Standard will be using the Davis-Bacon Wage Determination. The proposed contract will be set-aside for a small business concern. ITEM DESCRIPTION: Purchase and install a Water Slide for the Aquatic Center on Peterson Air Force Base, Colorado. The Specifications for the Water slide are as follows, Working area: Ceiling, 18?6? height with 9? between trusses, 16?2? from floor to bottom of truss (need minimum gap of 6?8? clearance from ceiling), Design area: 22?5? long X 14?5? wide, but there is a wall indention of 13?3? and designed in the corner of the pool area. The quote should have at least one (1) flume with the option to add another flume at a later date. Must meet the following requirements: Must conform with American Disabilities Act (ADA) for access around the slide area (minimum gap of 36?), National Fire Protection Association (NFPA) for internal structure and equipment inside a facility and have water activation included. Color Scheme: Blue and Gray or Smoke. Please provide a labeled diagram or drawing for the water slide components. Include the following with your diagram or drawing: a break down of the equipment dollar amount, installation amount, any discounts, taxes, freight charges, delivery time, and an overall total amount. If there is more than one diagram that fits this requirement, please submit all drawings with the quote(s). The Statement of Work is available upon request, which shows the layout of the Aquatic Center, please contact either Chris Townsend at (719) 556-7995 or Linda Waldroop at (719) 556-7991 for a copy. The provision at 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition. An Offeror shall be registered in the Central Contractor Registration (CCR) database (see DFAR reference below or CCR website www.ccr2000.com). Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items with their quote. Other FAR Clauses apply to this acquisition, such as FAR 52.212-4, Contract Terms and Conditions?Commercial Items; FAR 52.222-6, Davis-Bacon Act (Feb 1995) for wage determination. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items. FAR 52.252-1, Solicitation Provisions Incorporated by Reference (see website www.arnet.gov/far). FAR 52.212-2, Evaluation?Commercial Items, states the Government intends to award a contract resulting from the solicitation to the responsible offeror whose quote conforms to the solicitation that will be most advantageous to the Government, and the award will be based on lowest overall technically acceptable proposal, as submitted by a responsible offeror with the ability to meet time requirements. Therefore, the offeror?s initial quote should contain the offeror?s best terms; discounts and price quote including charges and fees. However, the Government reserves the rights to conduct discussions and to further limit the competitive range for reasons of efficiency, if determined necessary by the Contracting Officer. Quotes will be submitted in writing and signed by an individual with the authority to bind their respective company. You may mail your quote to the issuing office (21 CONS/LGCAB, 580 Goodfellow Street (Bldg 1324), Peterson Air Force Base, Colorado 80914-1648) or fax your quote to (719) 556-4752. Please limit your quote to 10 pages total. All Quotes need to be submitted by 2:00 p.m. (Mountain Standard Time) September 26, 2002.
