Description
This is a synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented, with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation (F26600-02-Q-B069) is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2002-09. This acquisition is set aside 100% for small business concerns. The North American Industry Classification Code System (NAICS) code for this solicitation is 334220. The Standard Industry Classification (SIC) code is 3663. In accordance with FAR 19.102(a) the small business size standard is 750 employees or less. Item 0100 - Television Equipment Associates (TEA) PN TSC1402-U93 TASCII boom arm headset with dynamic mic terminated U93 plug or EQUAL, Quantity of fifty (50); Item 0101 - TEA PN U92DP-PR PTT Assembly with 2? button for use with PRC radios or EQUAL, Quantity of fifty (50); Item 0102 - TEA PN SWS/2P Optional remote PTT switch ?T? or EQUAL, Quantity of fifty (50); Item 0103 - TEA PN RA2-EP-PR Dual-Comm PTT switch with removable 2nd cable or EQUAL, Quantity of fifty (50); Item 0104 - TEA PN EX/U93 Optional intercom cable or EQUAL, Quantity of fifty ` (50). The item description is as follows: Contractor shall provide all items listed above or components with equivalent performance capabilities. The headsets, along with the accessories must meet the following requirements: compatible with radios PRC 117F, PRC 117D, PRC 139, PRC 148 (MBITR); compatible with both helicopter intercoms and portable radios; compatible for use with Gentex helmets; dual-comm capable, allowing for operation with two radios simultaneously. Delivery will be FOB destination to Nellis AFB. Quotes submitted shall include all costs, including shipping FOB Destination to Nellis AFB. Quotations shall be firm fixed price. Award will be made to the responsible, responsive offeror who provides the low price, technically acceptable offer to the government. Offerors submitting or EQUAL items must include descriptive literature with their offers. Offerors failing to provide descriptive literature with their offers will be considered non-responsive. Descriptive literature submitted must list the basic specifications so that equipment can be verified and a comparison made between models offered to determine best value. Posted, as an attachment to this synopsis/solicitation is a document titled Hands-free Communication RFQ to be used for submitting offers. OFFERORS MUST FAX OR E-MAIL THEIR OFFERS BY 5:00 PM PST, 24 SEP 02. THE CONTRACTOR SHALL PROVIDE A COMPLETED COPY OF THEIR REPRESENTATIONS AND CERTIFICATIONS (FAR 52.212-3). A copy of the representations and certifications is attached to this notice. The following provisions apply to this solicitation: FAR 52.212-1, Instructions to Offerors-Commercial; and 52.212-3, Offeror Representations and Certifications-Commercial Items. Offerors who fail to submit completed Representations and Certifications may be considered non-responsive. FAR provisions 52.214-13, Telegraphic Bids; 52.214-21, Descriptive Literature; and DFARS 252.204-7004, Required Central Contractor Registration are also applicable. Lack of Registration in Central Contract Registration (CCR) shall make an offeror ineligible for award. For solicitations after 1 Jun 98, all contractors are required to be registered in CCR database to receive a DOD award or payment. In order to register, the contractor must have a DUNS number (call 1-800-333-0505) to obtain one or register via Internet at www.ccr2000.com. This takes approximately 48 hours to process; all other methods take approximately 30 days. The following clauses apply to this solicitation and resulting award: FAR 52.211-6, Brand Name or Equal; FAR 52.212-4, Contract Terms and Conditions-Commercial items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items; FAR 52.232-33, Mandatory Information for Electronic Funds Transfer Payment; and DFARS 252.232-7009, Payment by Electronic Funds Transfer Payment.
