Description
It is the intent of the National Heart, Lung, and Blood Institute (NHLBI) for the National Institute of Health (NIH) Office of Research Services (ORS) to negotiate on a non-competitive basis with the New Iberia Research Center, University of Louisiana at Lafayette to continue NIH sponsored research using mature chimpanzees infected with the Hepatitis C Virus (HCV). The New Iberia Research Center is the only know source with the capabilities and facilities to house human hepatitis C infected chimpanzees. Therefore, a competitive acquisition would not lead to an award to any other source and a change in the ongoing research would threaten the investment already made which is not expected to be recovered through competition. This acquisition is being conducted under simplified acquisition procedures and is exempt from the requirement of Federal Acquisition Regulations (FAR) Part 6, Competition Requirements. The North American Industry Classification System (NAICS) applicable to this requirement is 541710. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a future competitive procurement. Responses to this announcement, referencing synopsis number NHLBI-PS-2002-161, may be submitted by mail to the National Heart, Lung, and Blood Institute, Contracts Operations Branch, Procurement Section, 6701 Rockledge Drive, Rockledge Building 2, Suite 6042, Bethesda, Maryland 20892-7902, Attention: Mr. Michael G. Clarkson. All responsible sources may submit a proposal, which if timely received, shall be considered by the agency.
