- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being conducted under Simplified Acquisition Procedures (SAP) as a Request for Quote No. F09650-02-Q-0179. This acquisition will be solicited under full and open competition. NAICS Code: 513220 Place of Performance/FOB: Robins AFB, GA. Period of Performance: 1 OCT 02-30 SEPT 03 plus five annual options. The Contractor shall provide six strands of single mode fiber connections from frame room in building 214 on 150 Richard Ray Boulevard at Robins Air Force Base to Suite 131A, 233 North Houston Road, Warner Robins, Georgia 31093. Equipment to drive communications signal between both locations will be furnished, operated and maintained by the government. 1.1 Fiber Signal and Maintenance. The contractor shall furnish all parts, tools, materials, labor and transportation to provide a continuous operational single mode fiber path from the frame room in building 214 and the communication closet in Suite 131A. The single mode fiber shall be provided in accordance with normal government and industry standards, including EIA/TIA 568 and EIA/TIA 569. The contractor shall respond to reports of subject fiber malfunctions and in case of an outage have restoration of the necessary light signal within two hours. Reports of outage may be either government initiated or self-discovery through contractor owned equipment. Weekends, nights and holidays will not be included in the two-hour restoration if contractor makes a genuine attempt to contact a government representative and notifies the Air Force Reserve Command's Network Operation Security Center (NOSC) at 327-0022 that they cannot obtain access to subject suite to rectify the problem. The restoration of signal will begin at the start of HQ AFRC's normal working day. The government will record every outage and will retain the right to reduce the monthly payment to the Contractor by $0.35 for every minute each signal is lost beyond the two-hour restoration of necessary signal for each outage. Proof that the signal meets the attenuation test at the restoration will show the Contractor meets the requirement of the contract and that the problem is exterior to the Contractor furnished single mode fiber. 1.2 Single Mode Fiber Installation. The Contractor shall provide all parts, tools, materials, labor and transportation to install six strands of single mode fiber into the frame room in building 214 and into communications closet in Suite 131A at 233 North Houston Road. The Contractor will terminate the fiber with the terminators specified by the government. The Contractor will label each end of the fiber. The Contractor may elect to install additional 'dark' fiber to insure signal restoration in case of outage or in anticipation of possible network growth. 1.3 Single Mode Fiber Characteristics. The Contractor shall provide the government with a test report [A001) showing the fiber attenuation for each fiber installed. The test report shall include the cable name, the count, the fiber length, bandwidth, the number of splices, and the number of connectors, the dB loss at each end of the fiber and if the fiber passes the test. The Contractor will submit test report report no later than 30 days following the end of the performance period. 2.0 Fiber Capacity. The government will use two fiber strands to transmit voice communications, two fiber strands to provide video conferencing, the other two fiber strands will be used to transmit data to 200 persons at the North Houston Road location. The government furnished equipment shall be sized to carry the expected communications load. The Contractor assures the single mode fiber will carry the signal to and from subject locations. 3.0 Safety and Security. The contractor shall conform to all safety and security requirements and regulations applicable to contractor activity at Robins AFB. 4.0 Personnel. The contractor shall employ competent employees to accomplish the work described in this Statement of Work. The contractor shall not hire personnel whose employment would result in a conflict of interest or would otherwise violate DoD 5500.7R, Joint Ethics Regulation. 5.0 Period of Performance.
