- NASA/GSFC plans to issue a Request for Quotation RFQ5-83076-904 on a Sole Source basis from Roper Scientific for the following items: ITEM 1: Qty. 1 Cryogenically-cooled x-ray CCD camera with the following specifications: - 1Kx1K pixels, each pixel 13x13 UM, side-looking liquid nitrogen dewar with less than 2 liters and better than 48 hr. hold time, back-illuminated CCD with bandpass from 1-10000 EV, quantum efficiency at 100 EV at least 40%, at 1000 EV at least 80%, and at 10000 EV at least 10%. Defects: Less than 80 pixel defects, less than 12 cluster defects, less than 4 column defects. No anti-reflection coating. The system includes a standard vacuum flange for vacuum operation of the CCD, and all readout cables to interface the CCD to its readout electronics. The dark current will be <2 electrons/pixel/hour. Model No.: PI-SX:1300 Part No.: PI-SX:1K-LN ITEM 2: Qty 1 Vacuum Open-Nose for LN detectors specified in Item #1. Model No.: 7XXX-XXXX Part No.: Conflat-600-LN Warranty: 1 Year ITEM 3: Qty 1 X-Ray CCD Camera Controller sufficient to read-out the detector in Item #1 with dual 16 bit 100 KHZ, 16 bit 1MHZ A/D converter.=20 The unit controls every aspect of the CCD acquisition and control, when mated with Items #1 and #4. Model No.: 7438-002 ST 133A Camera Controlle Part No.: ST-133A-100K-1M ITEM 4: Qty 1 PCI Interface Board (for Item #3) Model No.: 7323-0002 Part No.: PCI-25 ITEM 5: Qty 1 Acquisition System (for archiving and analyzing data obtained from Items #1, #3, and #4). Model No.: 4412-0046 Part No.: WINVIEW/32 This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Roper Scientific, under the authority of 10 U.S.C. 2304(c)(1), Only One Responsible Source. The x-ray CCD system is available from only a single source in the United States, Roper Scientific. There are no competing products that share the same interface and interchangeable attributes with the exisiting system in our laboratories. This compatibility provides us to ability to use the existing software. The mechanical interface to our experiment is matched exactly by this product.= =20 The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on October 8, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
