- On October 10, 2001, the Defense Logistics Agency (DLA) announced that it would conduct the third group of public-private competitions for its defense distribution centers. The purpose of these cost comparison studies is to obtain the most efficient and cost-effective method of providing distribution services in the management and operation of the defense distribution centers. Three of the seven distribution centers announced, Tobyhanna, PA (DDTP); Puget Sound, WA (DDPW); and, Corpus Christi, TX (DDCT), are being considered for 100% small business set-asides. The NAICS code for these actions is 493110 and the small business size standard is total annual receipts of less than $21.5 million. This would not involve a combination of the three, but a separate solicitation for each depot. The October 10, 2001 announcement gave the number of employees as follows: Tobyhanna (120 employees), Puget Sound (86 employees), and Corpus Christi (124 employees). Prior to setting aside these solicitations, the contracting office is seeking qualified small business sources capable of performing the operation of these depots. To assist in the qualification process, the contracting office is asking potential offerors to access web site www.supply.dla.mil/a76/default.asp, click on the link titled ?Small Business Survey? and complete the enclosed survey. Offerors may also review solicitations for previous studies that are still posted on the web site. The survey should be completed no later than October 8, 2002. The release of the first solicitation is projected for November of 2002.
