- The 325th Contracting Squadron at Tyndall AFB FL intends to award a purchase order under the Simplified Acquisition Procedures (SAP) to refit and equip two (2) patrol boats. This is a request for quotes for commercial items and is being prepared in accordance with the format in FAR Subparts 12.6, as supplemented with additional information included in this notice. The requisition number is F5AB1422540700 and is issued as a Request for Quote (RFQ). No other request for quote will be issued. The contractor shall provide and install the following: The contractor shall provide and install the following: VHF Waterproof radio with automatic weather alert scan, positive tune channel control knob, programmable memory scan, transmit output power of one (1) watt on low and twenty-five (25) watts on high, 2 each; Low profile antenna and lay down mount, 3ft length, stainless steel construction, 2 each; Binacle Mount Compass, 2 each; Depth sounder, 12v power, digital, backlit, with shallow water alert, 2 each; C-Map Plotter with WAAS differential receiver, nylon antenna mount and local map cartridge, 2 each; Fire Extinguisher Type AI, 5 LB, 2 each; Fire Extinguisher Type BII, 10 LB, 4 each; Type I life jacket with emergency rescue lights, SOLAS approved, 20 each; 30inch Life ring rescue device, Type IV, orange in color, SOLAS approved, 2 each; Life ring hanger, stainless steel, vertical and horizontal mounting, 2 each; US Coast Guard approved, Man overboard rescue throw light, powered by 4 D - cell batteries, 2 each; Rescue light hanger, stainless steel, 2 each; 25mm alert locator flare kit, 2 each; 265 piece master mariner first aid kit, 2 each; Adverse weather exposure suit, coastal weight, 2 piece, with vented lining and reflective markings, 6 each; Warning horn, stainless steel, single trumpet, electric, with mounting bracket, 2 each; Navigation lights, bi-color, stainless steel, horizontal mount, waterproof, 12v bulb, 2 each; Navigation light wiring harness, 25ft, 2 each; Spot light, remote control, halogen, 360 degree horizontal sweep, water tight, 12v, 100,000 candle power, 2 each; Spot light wiring harness, 25ft, 2 each; Side spot lights, 7inch cabin controlled, 360 degree sweep, chrome plated control lever and housing, 4 each; Anchor, 15 LB high tensil, 2 each; Anchor shackle, 3/8inch galvanized, 2 each; Anchor thimble, 3/8inch galvanized, 2 each; 3/8inch rope, white, nylon, 3 strand, 1 SL; Mooring lines, 3/8inch, white, nylon, 3 strand, with integrated eyelets, 8 each; Boat hook, anodized aluminum handle, telescoping 3-1/2ft to 8ft, die cast aluminum head with protective vinyl tips, 2 each; Fenders, hole through the middle design, 6inchX15inch, white, 1/2inch center hole, 4 each; Repaint boats with marine grade paint, gelcoating, and bottom paint, remove old paint and finish from all painted surfaces, fill and repair any damage to hull fiberglass, paint scheme is white with blue slash, and the word Security Forces in 6inch blue letters on each side, 2 each, Labor charge for installing equipment, 2 each. The solicitation document, incorporated provisions, and clauses are those in effect through the Federal Acquisition Circular 97-2 and Defense Acquisition Circular 91-13. This solicitation is 100% SET ASIDE FOR SMALL BUSINESS CONCERNS in accordance with FAR Part 19. The North American Industry Classification System (NAICS) Code is 441222, $5.0M. Acknowledge all requirements on quotations. The literature submitted needs to clearly communicate the offeror?s understanding and compliance with the minimum requirements as set forth in the specifications or any alternative proposal submitted in response to this RFQ. No discussions will be held with offerorfts; therefore, each offeror?s initial proposal should be complete and accurate. The following provisions and clauses can be viewed through Internet access at the Air Force FAR Site, http://farsite.hill.af.mil. In Accordance with FAR 52.252-1 (FEB 1998) and FAR 52.252-2 (FEB 1998), the following provisions and clauses are incorporated by reference: FAR 52.212-1, Instructions to Offerors, Commercial Items (OCT 2000), with the following: technical description of the items being offered in sufficient detail to evaluate compliance with the requirements of the solicitation (i.e. product literature), the terms of any expressed warranty, price and any discounts, and delivery times; FAR 52.212-2, Evaluation, Commercial Items (JAN 1999). The government reserves the right to evaluate and give evaluation credit for proposed features that exceed either the stated thresholds or objectives. The lowest price may not necessarily receive the award; likewise, the highest technically rated offer may not necessarily receive the award. Subject to availability of funding. Award will be made to the offeror whose proposal represents the best value to the Government. The following factors shall be used to evaluate offers: best value to the government. Alternative proposals demonstrating technically expertise and superior performance will be considered.
