Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number is F09634-02-Q-0001. This solicitation is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-11. The NAICS code is 541330 and the small business size standard is $23M. This solicitation is for one year. The solicitation will contain CLIN 0001 for manpower support required to support the Aircraft Maintenance Division, and CLIN 0002 for travel. The solicitation is set-aside for small businesses. The period of performance will begin 30 Sep 2002. Clause 52.212-1, Instructions to offerors--Commercial Items applies to this acquisition and the addenda (PWS) which may be accessed at http:// pkec.robins.af.mil under Contracting with Individuals (CWI) Program for Manpower Support. Individuals who have previously submitted proposals under the CWI Program need to re-confirm their previous submittal but need not resubmit an additional proposal unless they wish to update their previous proposal. This requirement requires the services of one individual equivalent to a GS-0234-13 Logistics Management Specialist to support maintenance operations within the Logistics Directorate at HQ Air Force Reserve Command, Robins AFB Georgia. The Logistics Directorate supports a fleet of 437 aircraft. This fleet consists of C-130, C-141, C-5, B-52, A-10, KC-135 and F-16 aircraft. The Logistics Directorate requires contract support services for senior level aircraft maintenance expertise and depot level financial management. The contractor must be thoroughly familiar with the Air Force Reserve Command construct and have recent systems knowledge of all aircraft and associated equipment maintained within the command. The following are the specific tasks required: a. Provide technical and consulting expertise in support of all aircraft assigned to the reserve command. b. Provide program oversight of a concurrent C-5 PDM/Isochronical initiative IAW the program plan. c. Provide recommendations in the management and execution of all funding as it relates to depot maintenance. d. Provide oversight of command weapons systems assets as directed by the FAE e. Represent AFRC at conferences involving weapon systems sustainability and provide a trip report. (A001) f. Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions as directed by the FAE. (A002) g. Consult with senior leadership (0-6 and above) on sustainability and weapons systems related issues. h. Report monthly status of projects.(A003). Evaluation of offers will be made on a best value basis. Evaluation factors, in descending order of importance are experience, past performance, price, education and general considerations. The following additional FAR Clauses are applicable: 52.222-26, 52.222-35, 52.222-36 and 52.222-37. Clause 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items applies.
