Description
The Crane Division, Naval Surface Warfare Center, in support of small caliber weapons as used on small surface naval craft, is issuing this Request for Information (RFI)/Sources Sought synopsis as part of a market survey. Sources are sought that are interested in supplying small, lightweight weapons sights that operate in the infrared wavelengths and are capable of remote control and remote display of an image. All interested sources are encouraged to submit a preliminary proposal to NAVSURWARCENDIV Crane. The following is a list of salient characteristics that should be met or exceeded: (1.) GENERAL: The sight should weigh less than 10 pounds. The sight should be capable of operating from craft power, usually a unregulated 24VDC source, or an internal or secondary external battery source. The sight should take no longer than 3 minutes to initialize and then should be ca pable of man-size target detection at 3 nautical miles. As part of the system the sight should include, not only the detector, but also a display, controls, and the ability to remote the controls and video; (2.) DISPLAY: The display should be large enough to allow an operator to aim a weapon, must be Night Vision Goggle compatible, and be able to be turned off without shutting the rest of the sight off. The display shall be capable of operation producing minimal light to mitigate the risk of detection during night time operations yet must also be day light readable in direct sun light; (3.) CONTROLS: The controls for the sight (i.e. black hot/white hot, gain, focus, on/off) shall be capable of being remote via a separate auxiliary plug. The resident controls for the sight should be easily accessible when the sight is installed. The sight shall also have an auxiliary po rt from which continuous NTSC video can be remotely displayed. The sight should be capable of instantaneously displaying an aiming reticle, when required, for the weapons installed; (4.) ENVIRONMENTAL: The sight should survive operational environmental factors such as temperature extremes, rain, humidity, salt-water splashes, small craft shock and vibration. The sight shall emit no operational noise beyond a distance of 3 feet. The sight must have hard mounting points that will allow for direct mounting on a small arms gun mount capable of holding weapons such as the M2HB .50 caliber machine gun, or a MK19 40mm Grenade Launcher, or a 7.62 machine gun. The sight must be able to survive the recoil induced forces of the weapons listed above, typically no greater than 1,500 pounds per every tenth of a second; At the current time, NO FUNDING IS AVAILABLE for contractual eff orts. The U.S. Government is in no way liable to pay for or reimburse companies or entities that submit preliminary proposals in response to this announcement. Nothing in this announcement constitutes an obligation on the part of the U.S. Government. The Government is only seeking possible sources for future needs, if they arise.
