Description
This is a combined solicitation/synopsis. This is to amend solicitation number N66604-02-Q-5883 posted on August 23, 2002. The Government requires two different Infobases to meet the needs of Gold Disk Developers. The first Infobase, for one user, must have a semiconductor Component Database and must be an on-line component selection database that provides information on all integrated circuits, discrete semiconductors, and optoelectronic devices. Database searches must provide access to: a. Detailed component information including 1. Parametric values 2. Graphical displays of device pinouts and electrical connections 3. Graphical displays of device package styles and/or outline drawings 4. Upgrades/downgrades 5. Pin-for-pin replacement b. Manufacturer contact information, including sales offices c. Parts in the Federal Supply database, which covers components in Federal Supply Classes (FSC) 5961 and 5962 d. NTE replacement parts (Data to be derived from NTE's Technical Guide and Cross Reference of Semiconductors and Components for Industrial, Entertainment, Commercial and MRO Applications.) e. Electronic images of manufacturer data sheets and catalogs f. Capable of allowing user to search database by:1. Part number 2. Generic number/Trade Name 3. Manufacturer 4. Manufacturer's LogoDex 5. Parametric value 6. Function to category 7. Category-to-browse (search for components by selecting a broad device category and then narrower categories) 8. Keyword 9. Picture-to-Parametric g. Search Results must display: 1. Part number 2. Manufacturer(s) 3. Part description 4. Status (active or discontinued) 5. Side-by-side comparisons 6. QPL for military parts This system has (1) user. The second Infobase must have the capability to have (5) concurrent users . This service must include a comprehensive search engine that allows various types of searches to locate information such as: a. Vendor/supplier data b. Technical characteristics of parts c. Commercial part number to government federal stock number cross-reference d. Manufacturer and distributor information e. Equipment and parts lists for various Navy vessels. The minimum requirements for a research database is: a. The database must automatically cross-reference data to save time and eliminate duplicate search efforts. b. The data must be current and be updated as new information becomes available. c. Historical data must be included. Allowance Equipage List (AEL) and Allowance Parts Lists (APL) are used extensively to develop our Gold Disks repair routines.AELs must contain data on vital electronic equipment. Both lists need to contain data used on a regular basis for emergent work and regional maintenance. Search fields must include: a. APL/AEL number b. Part number c. National Item Identification Number (NIIN) d. Nomenclature e. Contractor and Government Entity (CAGE) f. Drawing numbers g. Applicable ship hulls h. Technical manual numbers i. Technical specification numbers j. All applicable manufacturer/vendor part numbers. We must be able to search for specific components by: a. Item nomenclature b. Manufacturer/Vender's part number c. CAGE d. NIIN e. SIC Code The CAGE database must contain a list of firms that manufacture, distribute, or sell items to the US Government. The search results must include CAGE, associated CAGE(s), company name, former company name if applicable, company address, telephone number, SIC Code, and the number of company components residing in FLIS/CMCRL files. The FLIS database must contain, as a minimum, information on items purchased by the federal supply system including: a. Up-to-date pricing b. Unit pack information c. Acquisition Advice Coding d. Criticality Codes e. Demilitarization Code f. Essentiality Code g. Item characteristics h. Cognizance Code i. Recoverability Code j. CAGE Codes k. Vendor/OEM part numbers l. List of Items Requiring Special Handling m. SPCC Cross Reference File n. Consolidated History of Alternate Item Numbers Cross Reference o. Branch Codes p. Using Service Codes. The above information is used daily by NAVUNSEAWARCEND FEO Norfolk to develop logistical templates for Gold Disk test routines. It is imperative that when searching FLIS by technical characteristics that the search can be conducted using multiple technical characteristics. The Master Repairable Item List (MRIL) database must provide information on disposition for Not Ready for Issue (NRFI) repairable items. Since Gold Disks are under develop for use by all Department of Defense activities, the Procurement History database must provide access to files from all DoD activities (Army, Navy, Marine Corps, Air Force, Coast Guard, and Defense Logistics Agency (DLA)a. The information in this file is used daily to find sources for ordering parts and must be searchable by NIIN, cage, company, keyword, government fiscal year. The Navy Item Control Number (NICN) to National Item Identification Number (NIIN) database must give the user the capability to cross a NICN to a NIIN. (A NICN is a temporary number assigned by the NAVICP to identify parts until a NIIN (NSN) is assigned. The database must also Be searchable by NIIN to NICN. Information on historical data on NICN and NIIN changes must be included. It is imperative that NAVUNSEAWARCENDET FEO Norfolk be able to determine the preferred NIIN s well as the alternate/obsolete NIIN. The Government reserves the right to perform a hands-on evaluation of the proposed Infobases subscriptions to determine which product/service offers the best technical value to the Navy.
