Description
THE FLEET AND INDUSTRIAL SUPPLY CENTER, NORFOLK DETACHMENT WASHINGTON, INTENDS TO COMPETE A REQUIREMENT FOR EQUIPMENT TO SUPPORT THE US MARINE CORE CHEMICAL BIOLOGICAL INCIDENT RESPONSE FORCE (USMC CBIRF) THREE (3) CHANNEL REPEATER SITE TO THE NAVAL DISTRICT WASHINGTON (NDW) WIDE AREA SYSTEM EDACS SYSTEM. THIS REQUIREMENT IS FOR THE FURNISHING OF EQUIPMENT ONLY. NO INSTALLATION EFFORTS ARE TO BE FURNISHED UNDER THIS REQUIREMENT. THE EQUIPMENT TO BE PROVIDED FOR THE USMC-CBIRF SYSTEM CONSISTS OF THE EQUIPMENT AND INFRASTRUCTURE (DETAILED IN THE FORTHCOMING REQUEST FOR QUOTES). THE EQUIPMENT WILL BE INTEGRATED WITH THE NAVAL DISTRICT WASHINGTON (NDW) SYSTEM, INTERCONNECTING WITH THE EXISTING INFRASTRUCTURE LOCATED AT THE WASHINGTON NAVY YARD AND THROUGHOUT THE NATIONAL CAPITAL REGION. DETAILS OF THE NDW SYSTEM ARE NOT INCLUDED HERE, EXCEPT AS NECESSARY TO SHOW HOW THE NDW SYSTEM WILL SUPPORT THE USMC-CBIRF SYSTEM. THE TRUNKED RF SYSTEM DESIGN FOR USMC-CBIRF IS COMPOSED OF AN EDACS/PROVOICE VHF NB PROJECT 25 COMPLIANT RF SITE OPERATING IN THE 136-174 MHZ BAND. THE PROPOSED SYSTEM EQUIPMENT WILL BE LOCATED IN AN EXISTING USMC-CBIRF FACILITY AT NAVAL SURFACE WARFARE CENTER INDIAN HEAD. THE EQUIPMENT WILL CONSIST OF A PREMIUM A 3-CHANNEL RF SITE AND THE MULTIPLEXER EQUIPMENT NEEDED TO INTERCONNECT WITH NDW. THE PERIOD OF PERFORMANCE WILL BE FROM THE DATE OF CONTRACT AWARD THROUGH 11 JULY 2003 (FINAL ACCEPTANCE). PLACES OF PERFORMANCE WILL BE THE CONTRACTOR?S FACILITIES, NDW, AND CBIRF FACILITY. THIS WILL BE A LOW COST, TECHNICALLY ACCEPTABLE AWARD. THIS ACQUISITION IS BEING CONDUCTED USING THE TEST PROCEDURES AT FAR 13.5. UNDER THESE PROCEDURES THE GOVERNMENT IS (1) NOT REQUIRED TO DETERMINE A COMPETITIVE RANGE; (2) IS NOT REQUIRED TO HOLD DISCUSSIONS; AND (3) IS NOT REQUIRED TO PROVIDE OFFERORS WITH AN OPPORTUNITY TO SUBMIT FINAL REVISED PROPOSALS. ANTICIPATED DATE FOR BID CLOSING IS 09-26-02, BY 2:00 PM, EST. THERE WILL BE A VERY SHORT TURN-AROUND ON THIS PROCUREMENT. SPECIFIC INFORMATION WILL BE INCLUDED IN THE FORTHCOMING REQUEST FOR QUOTES (RFQ). A COPY OF THE RFQ WILL BE POSTED UNDER SOLICITATION NUMBER N00600-02-Q-2774 AT WWW.NECO.NAVY.MIL.
