NOTICE OF INTENT TO AWARD SOLE SOURCE: REPLACES PREVIOUS NOTICE POSTED 09/21/02 TO CHANGE THE CLASSIFICATION FROM 70 GENERAL PURPOSE INFORMATION TECHNOLOGY EQUIPMENT TO 99 MISC = D INFORMATION TECHNOLOGY SERVICES The U.S. Customs Service intends to negoitiate and award as sole source to Toss Inc., 10201 Lee Highway, Suite 570, Fairfax, VA., 22033. The award will be based upon the procedures as described in FAR 6.3 Other Than Full and Open Competition. The procedures of FAR Part 13, Simplified Acquisition awards over $25,000.00 but not more than $100,000.00. The award will be processed under the authority of 10 USCS 23 ?(1), ?only one responsible source and no other supplies or services will satisfy the agency requirements. ? This notice of intent is not a request for competitive proposals. However, all proposals received by the closing date and 5:00 PM central standard time will be considered by the Government. A determination by the Government not to compete this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Toss Inc is the only known source who can provide the U.S. Customs Service Logistics Division National Printing Officer software with the capability to manage, track, analyze, perform quality assurance, and in many instances project program productivity, workload, costs and potential revenue. These tasks must be accomplished in concert with the existing federal printing system (including forms, procurement methods and award data furnished by the Government Printing Office). This determination was made by the U.S. Customs Service Office of Information and Technology Lan Engineering Team and Technical Review Committee. It was determined that the Production Tracker offered by Toss Inc., is the only printing management tool available on the market that is capable of providing the required service and is designed to work effectively inside a secure government information technology environment such as the U.S. Customs Service.
