- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is KRUSE0004 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-09. This notice is 100% set-aside for small business concerns. The associated NAICS code is 333314 and small business size standard is 500. Request quote on the following item(s) and quantity(s) manufactured by Warren-Knight Instrument Company: 0001: Electronic Observation Theodolite Model 20-9528 to include hard carrying case. Must be 21 Power Right Angle Elbow Main Telescope, 32 Power objective, Finder Telescope 6 power threshold and 4 power objective with field of view at 15 degrees; minimum focus distance 22ft, Selectable LCD Digital readout and mechanical elevation azimuth scales; 70 arc seconds resolution to 2mm; 5 arc seconds accuracy, tracking knobs positioned for easy access and simultaneous tracking; RS232-C Serial Port interface, cross wire and read out night illumination, magnetic compass, tripod mount. Qty 3(ea) 0002: Tripod: Wood, wide frame, heavy duty, extension leg with Retaining Chain (5/8 inches X 11 Thread) P/N 19-6850AS, Qty 3 (ea) 0003: Palm Size Computer: P/N 90-5000 - with wind and speed processing software (software must calculate wind speed and direction). P/N 20-9000 software and cables compatibility. Qty 3(ea). Offerors shall provide a brand name or equal. Offerors providing an or equal product shall provide specification sheets or product literature for evaluation by requesting activity with their proposal submission. Items are to be delivered FOB destination to AFSOC/DOW, 100 Bartley St, Hurlburt Field, FL 32544 for inspection and acceptance by an authorized government official. The provision at 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition and includes the following addenda: (1) Add the following paragraph: (b)(12), Each offeror shall submit their signed and dated offer (signed by an official authorized to bind your organization in a contract) in one original and one copy to 16th Contracting Squadron, Attn: Aaron Kruse, P.O. Box 9190, 350 Tully Street, Hurlburt Field FL 32544. Proposals are due on 27 Sep 2002 at 4:00PM Local time and must reference the proposal number on the outside of your package for identification purposes. ***Faxed or e-mailed proposals will not be accepted.*** The provision at 52.212-2, Evaluation--Commercial Items, applies to this acquisition. The significant evaluation factors will be based on technical acceptability and price related factors, when combined are approximately equal. Proposals shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items, with its offer. ***Failure to do so may result in your proposal to be considered non-responsive.*** The clause at 52.212-4, Contract Terms and Conditions--Commercial Items, and 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders-- Commercial Items, applies to this acquisition. The clause at 52.212-6, Brand Name or Equal is included by reference and will apply to this acquisition. Defense FAR Supplement (DFARS) provisions and clauses apply to this solicitation and are incorporated by reference: (1) DFARS 252.212-7001, Contract Terms and conditions required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items. The following clauses under paragraph (b) of 252.212-7001 are amended to read: 252.225-7001, Buy American Act and Balance of Payment Program, 252.225-7007, Buy American Act-Trade Agreements-Balance of Payment Program, 252.225-7036, Buy American Act-North American Free Trade Agreement Implementation Act-Balance of Payment Program.
