Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This UNFUNDED purchase request (PR) will be issued as a request for quotation (RFQ) under the following PR: F1SSF022050700. . (iii) This PR and the provisions and clauses incorporated are those in effect through Federal Acquisition Circular (FAC) 2001-09. (iv) This acquisition is set-aside 100% for small businesses in regards to size standards. The applicable NAICS is 421830, and the small business size standard is 100 employees. (v) This RFQ contains two line items: CLIN 0001, Pollution Prevention Equipment, Reclaim Systems P/N: CWR-35, 1 EA; CLIN 0002, Crating and Shipping, 1 EA. (vi) CLIN 0001, Reclaim Systems P/N: CWR-35. This is a 35 gpm reclaim system, cat-800 ozone generator with oxygen. It can lower the hydrocarbon discharge to the allowable specifications, (less than 25 PPM). The model CWR system consists of two independent pumping systems, the primary filtration system and the ozone re-circulation system. The primary filtration system consists of a high volume pump with an associated filtration array designed for maximum water quality to recovery and to furnish high volume clean water to the vehicle wash system. The system is designed to receive waster water from the auto wash sump and to process this water so as to remove all particulate matter of greater than 10 microns. In addition, the filtration system is designed to remove oils, road film, and waxes which could cause deterioration of the discharge quality. The ozone recirculation system may be operated independently from the pump/filtration system and in general is operational even after the vehicle wash is closed. The powerful ozone system serves to de-emilsify oil, wax, and dyes from solution so that they may be captured by the micropore filtration system. Construction and finish: The unit is built of tubular aluminum frame with epoxy enamel coating. Pre-wired with pump starters and circuit overloads, times and controls. Pre-plumbed for ease of installation. Piping and fixtures are of solid brass, schedule 80 PVC. Bronze pump impellers with ozone proof seals (ozone in the water will also service to kill algae and bacteria so that there will be no build-up of organic growth, nor will there be a build-up of odor forming bacteria. A five year warranty applies, covering all equipment components. Free site specific auto-cad system layout prints. The CWR system off complete automation with very little maintenance. Disposable cartridge filters eliminate backwashing. Unit operates on 115 volt, single phase. CLIN 0002, Crating and Shipping. (viii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. (ix) Offers will be evaluated using the following evaluation factors: Price technically acceptable. The contract will be awarded to the offeror that provides the best value to the government.
