- POTENTIAL SOURCES SOUGHT Furnish A/E Services for Project No. 619-03-100,=94 Install Additional Medical Gases=94, Central Alabama Veterans Health Care System (CAVHCS), East Campus, 2400 Hospital Road, Tuskegee, Alabama. Project services include preparation of contract working drawings and specifications, construction cost estimates, construction period services and site visits, and to provide all necessary materials, tools, equipment and labor needed for site investigations. =20 SELECTION CRITERIA: 1.=09Specialized experience and technical competence of the firm (including a joint venture or association) with the type of services required. 2. Specific experience and qualifications of personnel proposed for assignment =09to the project and record of working together as a team. 3.=09Professional capacity of the firm in the designated geographic area of the project to perform work (including any specialized services) within the time limitations. Unusually large existing workload that may limit A/E's capacity to perform project work expeditiously 4.=09Past record of performance on contracts with the Department of Veterans Affairs. This factor may be used to adjust scoring for any unusual circumstances that may be considered to deter adequate performance by an A/E. 5.=09Geographic location and facilities of the working office(s) which would provide the professional services and familiarity with the area in which the project is located. 6.=09Demonstrate success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design. 7. Inclusion of minority?owned consultant(s) and/or women-owned consultant(s),=20 SELECTION: A.=20 Selected VA Engineering and Contracting staff will review all submitted experience and qualification (A/E 254s/255s) packages to determine the highest qualified firms (short listing). B. All short listed firms will be invited to make a presentation (45 min. to 1 Hr.) to the VA selection board. =20 C. The VA selection board will rank and rate all short listed firms. =20 D. A fee proposal will be requested from the top ranked firm. =20 E. If the VA and the top ranked firm cannot reach an agreement concerning the cost to perform this work; a fee proposal will be requested from the second ranked firm. All interested firms shall submit SF 254, A/E and Related Services Questionnaire, and SF-255, A/E Related Services for Specific Projects, to the Contracting Officer (679/10N7/NLO), VA Medical Center, 3701 Loop Road East, Tuscaloosa, Alabama 35404, no later than October 22, 2002.=20 ESTIMATED CONSTRUCTION COST RANGE: $250,000.00 to $500,000.00. =20 This A/E acquisition is restricted to EMERGING SMALL BUSINSS CONCERNS as to business size.
