Description
This is a combined synopsis and solicitation for the following commercial items: Church Sanctuary Sound System Qty-1ea (See attached supplemental files for specifics). Microphones and Accessories Qty-1ea (See attached supplemental files for specifics) This synopsis and solicitation is prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this acquisition. Quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotes (RFQ). Submit written offers (oral offers will not be accepted), on RFQ F04666-02-Q-0010. The Statement of Work needs to evaluate and all requirements must be met as they appear in this notice. This procurement is being issued as 100% SMALL BUSINESS SET-ASIDE. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-14 and Defense Acquisition Circular 91-13. BEALE AFB page 1 of 3 NOTES: 1 - FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS PROCUREMENT. VENDOR QUOTES SHOULD BE GOOD FOR 90 DAYS. SHOULD FUNDING BECOME AVAILABLE, AWARD WILL BE MADE TO OFEROR WHOSE PRICE CONFORMS TO THE REQUIREMENTS STATED HEREIN. 2 ? EQUIPMENT LISTED HERE IN ARE BRAND NAME FOR CLARITY. TECHNICAL INFORMATION ON EQUIPMENT IS AVAILABLE FROM WEBSITES CONTAINED HEREIN. ?OR EQUAL? EQUIPMENT WILL BE CONSIDERED AS LONG AS IT MEETS THE TECHNICAL REQUIREMENTS. SOUND SYSTEM REQUIREMENTS: Valley Chapel has a requirement for a professional, easy-to-use, voice- and music-quality sound reinforcement system is desired for use in multiple house-of-worship applications, and, that existing equipment be incorporated where possible. 1. Source and Mixing Equipment Wired stage sources ? microphones and instruments -- shall interface to the mix position via a Rapco multi-channel audio snake to be installed from the stage-left position to the balcony mix position. Additional sources (wireless microphones and playback equipment) shall be rack-mounted at the mix position and shall interface via dedicated Rapco interface snakes. All sources shall feed a Peavey RQ4332 32x4 stereo mixing console to be located at the existing balcony mix position. The RQ4332 shall provide individual level, tone, and routing control for up to thirty-four input channels. The RQ4332 offers four on-board compressors, headphone monitoring facilities, stereo main outputs, and discreet pre-fader monitor mix outputs. An MAP OBRK20 oak-finish equipment rack shall be located next to the console for user-necessary access to the existing Tascam CD301 CD player, Tascam 202mkII dual cassette recorder/player, Sony TC-WR565 dual cassette recorder/player, and Shure LX wireless microphone receivers. A six-channel Sony MB806 UHF, frequency-agile, wireless microphone receiver shall also be rack-installed, with a pair of Sony AN820 powered remote antennas, for use with the associated Sony UHF wireless microphones (below). The operator?s equipment rack shall also include a Raxxess ESD3 rack drawer for accessory storage (headphones, CD?s, etc.). 2. Microphones A Shure WA405 antenna distribution system shall be installed, to provide increased signal quality to the existing LX receivers. A single pair of Shure WA380 remote antennas, discreetly mounted on the front of the balcony, shall be feed the WA405 for all three LX receivers. A pair of Sony AN820 powered remote antennas shall also be mounted on the front balcony surface to supply high-gain signal to the Sony MB806 six-channel receiver. Each channel of the Sony UHF system shall be supplied with a Sony WRT807B handheld/stand-mount wireless microphone and a Sony WRT805B body pack transmitter outfitted with a Countryman Isomax low-profile headset microphone. In addition, two Sony ECM166BMP lavalier microphones shall be supplied for the WRT805B transmitters (for Pastor spoken word use). This selection shall allow for the use of any combination ? up to a total of six ? of UHF handheld, headset, or lapel microphones. With the existing LX VHF wireless microphones, a total of nine wireless microphones shall be available for simultaneous use. Two Audio Technical AT857AMLX low-profile gooseneck microphones shall be installed , one each, on the lecturn and podium. An Audio Technical low-profile AT871R boundary mic shall be installed on the altar surface. Ten Performance P630 dynamic directional microphones shall be supplied for instrument and/or vocal applications. Four Performance PDI1 direct boxes shall be available for use with electric instruments (i.e. keyboards, bass) providing a clean, direct signal to the mixer while eliminating the need for microphones on those instruments. A total of fourteen tripod mic stands, with booms, shall be available for use with the P630, and/or the existing Shure SM58 mics, along with twenty ProCo EXM20 heavy-duty microphone cables. Front-Of-House Drive and Amplification The RQ4332 main stereo mix outputs shall feed, via a Rapco multi-channel audio snake, system processing equipment and amplifiers installed in an MAP OBRK16 oak-finish equipment rack located on the stage platform. A Shure P4800 digital system processor shall be programmed to provide appropriate frequency dividing, compression, limiting, feedback reduction, equalization, and delay for the front-of-house (FOH) speaker system. The P4800 shall provide six FOH outputs; each output shall be programmed to provide optimal signal processing to the respective amplifier and loudspeaker: ?Hi/Mid Left ? Channel A of QSC CX902 power amplifier #1, supplying 550 Watts to a Community CPL42-94 two-way 12? loudspeaker; ?Hi/Mid Right ? Channel B of QSC CX902 poer amplifier #1, supplying 550 Watts to a Community CPL42-94 two-way 12? loudspeaker; ?Sub Left ? Channel A of QSC CX902 power amplifier #2, supplying 900 Watts to a Community CPL55 dual 15? sub-woofer; ?Sub Right ? Channel B of QSC CX902 power amplifier #2, supplying 900 Watts to a Community CPL55 dual 15? sub-woofer; ?Delay Left ? Channel A of QSC CX902 power amplifier #3, supplying 550 Watts to a Community CPL42-94 two-way 12? loudspeaker; ?Delay Right ? Channel B of QSC CX902 power amplifier #3, supplying 550 Watts to a Community CPL42-94 two-way 12? loudspeaker. 4 -Front-Of-House Loudspeaker System Community CPL-series loudspeakers and sub-woofers shall be installed for the Front of House speaker system. A (Main) pair of CPL42-94 two-way 12? loudspeakers shall be installed ? stage left and right ? using Omni Mount 300WB wall mounts and SC1000 safety cables on the leading vertical beam edge. A pair of CPL55 dual 15? sub-woofers shall be installed on the platform, one each, below the CPL42?s. A second (Delay) pair of CPL42-94?s shall be installed, with Omni Mount 300WB and SC1000 hardware, approximately halfway back in the sanctuary, on the leading vertical beam edge. The entire speaker system shall be positioned, focused, and time-aligned to provide balanced volume and tonal coverage throughout the sanctuary seating area. 5 -Stage Monitor Drive and Amplification Two RQ4332 auxiliary pre-fader outputs shall feed a Peavey Q231FX dual 31-band graphic equalizer installed in the mix rack. The Q231FX shall provide tone and feedback control with the on-board Feedback Locating System (FLS). The Q231FX outputs shall feed, via a Rapco multi-channel audio snake, a QSC CX902 power amplifier (#4) installed in the platform MAP OBRK16 oak-finish equipment rack. 6 - Stage Monitor Speaker System Yamaha SM-series oak-finish floor monitors shall be supplied for stage use. Two SM15IV-Oak two-way 15? monitors shall be available for band usage. Four SM12IV-Oak two-way 12? monitors shall be available for band/vocal use. Heavy-duty ProCo S1425 speaker cables shall be supplied for the monitors. Existing monitors may be used with the monitor system. 7 -Stage Interface and Cabling Two Rapco 75? power sub-snakes shall be available for stage connection of microphones, instruments, and monitors. The two multi-pair snakes shall minimize cable Runs and stage clutter while providing easy, numbered set-up of source inputs and monitor speakers. The snakes shall connect to a Rapco CTBD interface panel rack-mounted in a second MAP OBRK16 oak-finish equipment rack installed next the OBRK16 amplifier rack. The CTBD panel shall provide clearly marked, laser-engraved connections for up to 23 XLR microphone/instrument inputs and six ?? TS monitor outputs. The CTBD shall interface to the system electronics via Rapco multi-channel audio snakes. Additionally, the interface rack shall house three Raxxess ESD4 rack drawers for convenient on-stage microphone and cable storage. 8 - AC Power Distribution and Control Two Furman 20 Amp PS-Pro?s shall be installed to provide power conditioning, sequencing, and control. One (master) PS-Pro shall be installed in the mix position equipment rack, providing power distribution and protection to the mixer and rack equipment. A second (slave) PS-Pro shall be installed in the on-stage amplifier rack providing power distribution and protection to those units. A lockable key-switch on the Master PS-Pro shall initiate sequence power-up (and -down) of all mix position and stage position audio equipment. The units shall interface via low-voltage signal on the Rapco multi-channel audio snake. NOTE: Basic access and dedicated 20 Amp A.C. service requirements are necessary for the proper installation and completion of this sound system.
