Description
In accordance with FAR Part 12 Commercial Procedures, the U.S. Environmental Protection Agency intends to negotiate on a sole source basis with MTS Systems Corporation for an upgrade of the Transient Testing Software on the MTS VX-In Engine Dynamometer Test Cell 7. The contractor shall supply the VX-In software upgrades and the labor to install these upgrades on Engine Test Cell 7. The completion of this project will include proving out and verifying the operation of all functions and components while operating an engine on Engine Test Cell 7 system. The contractor shall supply the following MTS Systems Corporation, Powertrain Technology Division, VX-In software packages: 1.) Universal Transient Test (UTT) 2.) Heavy Duty Diesel Transient Reporting Package The contractor shall supply the following labor; 1.) On-Site commissioning for Universal Transient Test 2.) Verification of Denormalizing Routine 3.) Torque Curve/MAP generation 4.) Exhaust emissions bench control (Z/S verify, Sample Mode) 5.) Constant Volume Sampler (CVS) control 6.) Particulate Sampling System control 7.) Cold Transient Test with end of test logging 8.) Hot Transient Test with end of test logging 9.) 20 minute soak with emissions, CVS and particulate checkout 10.) Verification of data reporting (Cycle performance with emissions) The contractor shall perform the following Acceptance Testing; 1.) Cold Transient Test with end of test logging 2.) Hot Transient Test with end of test logging 3.) 20 minute soak with emissions 4.) Data Reporting (Cycle performance with emissions) EPA shall provide the following; 1.) Engine Test Cell 7 for a period of five (5) weeks to perform the work described above. 2.) A fully calibrated Mule engine suitable for commissioning, proving out, testing, and verifying the Transient Testing Software Upgrades. This Mule engine will be installed in Engine Cell 7, and checked by EPA to be fully operational, and safe to use THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability and respond to the office identified above. Documentation must be received by EPA by close of business October 8, 2002 in order to be considered by the EPA. A determination by the Government not to compete this proposed contract based upon assessment of responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
