Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. Solicitation number 02Q160 is issued as a Request for Proposal (RFP) through Federal Acquisition Circular 01-09. This action is an unrestricted procurement under the NAICS code 812930 Parking Lots and Garages and the size standard is $6 million. The U.S. Secret Service (USSS) has an urgent requirement for parking for twenty-seven (27) Official Vehicles in the vicinity of 1800G Street NW Washington DC. Self-Parking capability is required. Standard commercial indoor garage is acceptable with access/egress control (attendant, key card, key, etc.) at no additional charge to the Government. Garage must be suitable for vehicular parking with appropriate exhaust and ventilation. Garage parking space must be clean free of rubbish or garbage on floor or in spaces. Facility must be free from mice, rats, snakes, and other unsafe rodents. Facility must be free of standing water in floor parking area. Garage must be well lighted for security reasons. Parking spaces shall be standard size to accommodate sedans/station wagons. The requirement is for twenty-seven (27) parking spaces within a parking garage with 24-hour access preferred and minimum required access from 6:00 a.m. through 6:00 p.m., Monday through Friday. Parking facility must be within following delineated area of 1800 G Street, NW, Washington, DC. Facility shall not be situated more than five (5) blocks North, nor more than five (5) blocks South, nor more than three (3) blocks East, nor more than three (3) blocks West of 1800 G Street. Please specify location of parking garage in proposals. The contract will be priced per vehicle, per month and the term of this procurement is one (1) base year and one (1) option year. Period of performance is as follows: Base Year: October 1, 2002 through September 30, 2003; Option Year 1: October 1, 2003 through September 30, 2004. The following FAR Provisions and Clauses are applicable unless otherwise noted: 52.212-1, Instructions to Offerors-Commercial Items; 52.212-2, Evaluation - Commercial Items; Paragraph (a) insert: "award will be based on the technically acceptable low offer." ; 52.212-3, Offeror Representations and Certifications- Commercial; 52-212-4, Contract Terms and Conditions- Commercial Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items; 52.217-09, Option to Extend the Term of the Contract; and 52.232-19, Availability of Funds for the Next Fiscal Year. Campbell. Address quotes delivered by UPS, FedEx, or Courier to: U.S. Secret Service, Attn: Procurement Div. - T. Campbell, 950 H St., NW, Washington, DC 20223. Please do not send proposals through the United States Postal Service because the USSS is not receiving any deliveries from the USPS at the 950 H St. address. All written quotes are to be received no later than 11:00 A.M. (EST), Monday September 30, 2002.
