- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplement with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Reference number for request for quote (RFQ) is F13OTJ22031200. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-01. The NAICS code is 512120 and business size is $25.0. This solicitation is for Quantum Learning Instructional CD's for Distance Learning. Statement of work is as follows: The purpose of this project is to create an AFJROTC distance-learning course of study based on National Academy of Integrative Learning, Inc. (NAIL) Quantum Learning comparable in content, quality and graphics to the program of study developed by the Army. While the message of the instructional strategies is valid, supported by research, and applicable to the entire secondary school environment, the extensive use of images of Army JROTC instructors and cadets tends to promote these concepts as an Army JROTC program thereby rendering it less valid for use by others, including AFJROTC. The QL CD needs to reflect Air Force JROTC instructors and cadet's imagery. The purpose of this proposal is to produce a product comparable to the Army JROTC QL CD into an Air Force JROTC CD. Approach: Contractor will need to develop a program of study which is validated and then present that program of study via CD using a variety of streaming video, still photography, graphic art, text, narration, navigation tools, and menus. All images, text, etc. will need to reflect AFJROTC as the dominant image with images relating to the course materials. No existing images are available. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations-Commercial Items (Jul 2002) with its Alternate 1 and DFARS 252.225-7000, Buy American Act--Balance of Payments Program Certificate (Sep 1999). The Contractor agrees to comply with the following clauses and provisions, which are incorporated in this solicitation by reference, to implement provisions of law or executive orders applicable to acquisitions of commercial items. The clauses at Federal Acquisition Regulation (FAR) 52.219-6, Notice of Total Small Business Set-Aside (Jul 1996), 52.212-4, Contract Terms and Conditions, Commercial Items (Feb 2002) and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (May 2002) are applicable as well as the following FAR clauses under 52.212-5 paragraph (b): 52.222.21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and other Eligible Veterans; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; 52.222-19, Child Labor-Cooperation with Authorities and Remedies; 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration 252.225-7001, Buy American Act and Balance of Payments Program (Mar 1998). The provision 52.212-1, Instructions to Offerors-Commercial Items, (Oct 2000) is being incorporated by reference and its paragraph (b) is being amended as follows: Submit signed and dated offer on company letterhead to 42 CONS/LGCB, 50 LeMay Plaza South, Maxwell AFB, AL at or before 1200 (Noon) Central Daylight Savings Time, 28 SEP 2002.
