- This is a combined synopsis / solicitation for commercial items prepared in accordance with FAR 13 and the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; quotes are being requested and A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number / RFQ N00244-02-T-1366 applies; an electronic copy of the RFQ can be accessed at http://www.neco.navy.mil. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-09 and DFAR Change Notices effective through 07/30/02. The standard industrial code is 8322, NAICs #624229 and the business size standard of $6.0 million is applicable. This requirement is for a firm fixed priced contract . IMPORTANT NOTICE: DFARS 252.204-7004 ?Required Central Contractor Registration? (CCR) is required and applies to all solicitations issued on /or after 06-01-98. Lack of registration in the CCR database will make an offeror/quoter INELIGIBLE FOR AWARD of a contract/purchase order. Please ensure compliance with this regulation when submitting your quote. This announcement is published as a Total Small Business Set-Aside action per FAR 52.219-1 and 52.219-6 (this means you must be a small business, quoting the product of a small-business manufacturer); all eligible, responsible sources may submit an offer. The Fleet and Industrial Supply Center, San Diego (FISC-SD) is announcing a requirement for the following: Marriage Enrichment Training (Retreats), Spiritual Growth Training (Retreats) and Staff Team Training (Retreat). Facility is required for 48 hours. Training facilities are required within the immediate San Diego, CA locale. The following dates are required for the ten (10) Marriage Enrichment Retreats: (The schedule dates identified below are negotiable. The ?*? dates will be determined and agreed to 30 days prior to the commencement of the retreat.) 25-27 October 2002, 13-15 December 2002, * January 2003, 21-23 February 2003, * March 2003, 25-27 April 2003, * May 2003, 27-29 June 2003, * July 2003 15-17 August 2003. Twelve (12) rooms are required per weekend with occupancy of one (1) couple per room. The following dates are required for the six (6) Spiritual Growth Retreats: ((The schedule dates identified below are negotiable. The ?*? dates will be determined and agreed to 30 days prior to the commencement of the retreat.) * November 2003, * January 2003, * March 2003, * May 2003, 25-26 July 2003, * September 2003. Ten (10) rooms are required per weekend with occupancy of one (1) person per room. The dates required for the Staff Team Retreat are 20-22 June 2003. Thirty (30) rooms are required with occupancy of one (1) person per room. All services will be inspected and accepted at Origin (Contractor Location). The following Statement of Work (SOW) is hereby applicable and sets forth the minimum requirements that the US Government will accept for the required services. REQUIREMENTS LIST: Contractor is to provide hotel rooms, meals and conference room for retreats sponsored by CREDO San Diego, in the San Diego, CA area. SPECIFICATIONS: Couples will arrive by means of personal transportation the first evening of the retreat. Check-in will begin no earlier than 3:00 PM. The Conference room must be clean and available to set up in order to f acilitate a 7:00 PM start time. CREDO (NAVY Staff) San Diego, reserves the right to cancel any scheduled retreat date without charge or penalty. Whenever possible two (2) weeks notice will be provided to the hotel. CREDO, San Diego must be notified two weeks in advance of any unavailability of facilities that may affect the schedule set forth above. LODGING REQUIREMENTS: Unit price ?Each? includes: one room with king or queen sized bed and attached bathroom able to accommodate one (1) couple. Two (2) Continental Breakfasts, one (1) lunch and one (1) evening meal are required. Daily room cleaning (maid service) are required. ADDITIONAL CHARGES: Telephone service that allows for ?No Additional Charge Calls? may be made available in each room, but no additional charges incurred by the occupants of the room are authorized by CREDO San Diego. This includes cable t elevision, in-house movies, additional in-room coffee-tea service or room service charges. The following provisions and clauses are applicable and are hereby incorporated into the solicitation by reference and or by full text. Addendum to FAR 52.212-2 (reference): FAR 52.212-5 Facsimile Proposals, (c) Fax: (619) 532-2287. Clause 52.212-3, Offeror Representation and Certification ? Commercial Items-Alt I-Oct 1998 (reference) Note this provision is considered a ?fill-i n.? All applicable fields must be completed. Submit this provision with your quote. Clause 52.212-4, Contract Terms and Conditions ? Commercial Items (reference) applies as well as the following addendum clauses: FAR 219-1, Small Business Program Representations; FAR 52.219-6, Notice of Total Small Business Set-Aside; FAR 52.211-5, Material Requirements. 52.232-18 Availability of Funds (full text) Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Office r. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies with the following clauses applicable for paragraph (b): 252.204-7004 Required Central Contractor Registration; DFARS 252. 225-7007, Trade Agreements-Balance of Payment Program; and DFARS 252.225-7012, Preference for Certain Domestic Commodities. OFFERORS ARE REQUIRED TO COMPLETE AND INCLUDE A COPY OF THE FOLLOWING PROVISIONS WITH THEIR PROPOSALS: FAR 52.212-3, Offeror Representation and Certifications ? Commercial Items. The government intends to make a single award to the responsible offeror whose offer is the most advantageous to the government considering price and price-related factors. 52.212-2 EVALUATION OF COMMERCIAL ITEMS--OCT 1995 The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate the quote. (i) Capability of Contractor to meet and accomplish the requir ement. To be determined acceptable, the contractor must furnish a current facility capability statement. This statement should list the type of housing available, food, and facilities as required by the SOW. (ii) Past Performance. Provide Past Performance data on your company?s two most recently completed Federal Government contracts (not to exceed three (3) years since completion) for like and similar services required by this solicitation. If you do not have Federal Government contracts, list state, local or commercial contracts. Provide contract number, date awarded, items/services provided, unit prices, identify the Government entity and/or commercial company, point of contact/phone number/e-mail address. This performance data is to be used to evaluate your company?s past performance in meeting contract cost/price, technical and delivery objectives. (iii) Pricing . Contractors must provide current pricing for each CLIN specified. Provide any current commercially published price lists or catalog price listings for the services to be provided. Pricing will be evaluated against other quotes received. Only those quotes which have provided all required information for each criteria will be considered for award. Ability to meet the requirements set forth in this RFQ shall be demonstrated by the contractor?s submission of a signed quote which has provided all required information. Quotes which take exception to specified requirements and do not meet the Government?s requirement may be determined to be unacceptable and not considered for award. At the discretion of the Contracting Officer, the Government intends to evaluate quotes without discussions and award a Firm Fixed Price purchase order. Each initial offer should, therefore c ontain the Offeror?s best terms from both a service delivery and pricing standpoint. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Parties responding to this solicitation may submit their quote in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.) but must include the following information: 1) Company?s complete mailing and remittance addresses, discounts for prompt payment, if any (e.g. 1% 10 days), antici pated delivery / availability of product / s, the company?s CAGE code, Dun & Bradstreet Number, and Taxpayer ID number. All FAR certifications and representations specified above must also accompany your quote. QUOTES MUST BE RECEIVED NO LATER THAN 3:00 PM, LOCAL TIME 3 October 2002 .
