Description
The Centers for Disease Control and Prevention contemplates awarding a contract for technical assistance to selected state and local education and health agencies to help those sites establish, maintain, and report on a complex system of surveys, including the Youth Risk Behavior Surveys (YRBS) and the School Health Education Profiles (Profiles). The contractor will be required to provide technical assistance to as many as 51 states (including the District of Columbia), approximately 20 large cities, and 7 U.S. territories to implement these survey programs. The YRBS will be implemented among representative samples of 9th through 12th grade high school students, middle school students, and special populations of students usually during the Spring of 2003, 2005, and 2007. The Profiles will be implemented among representative samples of middle/junior and senior high school principals and lead health education teachers usually during the Spring of 2004, 2006, and 2008. The Youth Risk Behavior Surveillance System monitors six categories of behaviors: 1) behaviors that contribute to unintentional injury and violence; 2) tobacco use; 3) alcohol and other drug use; 4) sexual behaviors that contribute to unintended pregnancy and sexually transmitted diseases, including HIV infection; 5) dietary behaviors; and 6) physical inactivity. The School Health Education Profiles monitors school health policies and programs related to required health education, tobacco use prevention, HIV prevention, physical education, nutrition, violence, asthma, and staff development. The services to be provided are of a highly complex nature requiring a wide variety of specialized talents and expertise. Specifically, the successful contractor must possess specialized personnel and corporate experience and expertise in performing all of the following tasks as they relate to the Youth Risk Behavior Survey and School Health Education Profiles: providing technical assistance to state and local health and education agencies using multiple modes; developing highly specialized survey sampling designs, preparing data sets; performing complex data analyses; weighting the site data; applying data results; assisting with the revision of questionnaires; assisting with sample selection and frame verification; conducting interviews; developing and disseminating technical assistance materials; attending and presenting at meetings and scientific conferences; establishing and documenting computer security policies and practices; and developing, implementing, and maintaining a website to be used by CDC and state, local, and territorial health and education agencies to document project activities and milestones. The period of performance is 64 months. Upon issuance, the solicitation will be available on the Internet at www.fedbizopps.gov. The date specified for receipt of offers will be approximately 30 days after the solicitation issue date. The solicitation issue date will be on or about October 15, 2002. Paper copies of the solicitation will not be made available. Telephonic requests for the solicitation will NOT be accepted. The NAICS Code is 541690.
