NA PROPOSED FEDERAL BUSINESS OPPURTUNITY (FEDBUSOP) ANNOUNCEMENT Note: Solicitation Number DAAB07-02-R-P072 has been assigned for tracking purposes only. No Solicitation will be issued against this notice. Sources Sought - The Communications and Electronics Command CECOM) Acquisition Center and PM Target Identification and Meteorological Sensors (PM TIMS) are seeking sources for a motion cued virtual collective task training simulation device in an UH-60(L) configuration that emulates a live UH-60 aircraft system. The simulator will contain UH-60L Blackhawk flight stations and controls for a pilot and a co-pilot. The instrument console will use state of the art Multi-Function Displays (MFD) that will allow ea sy Pre-Planned Product Improvement (P3I) over the life cycle of the device. It will also contain 12 station intercom system (ICS) positions in the cargo area. This will enable training of the digital battlestaff while participating in Mission Rehearsal Exe rcises (MRE), resident leader and operator training; Training, Exercise and Military Operations (TEMO) training events, Research, Development and Acquisition (RDA) and Advanced Concept Requirements (ACR) simulation development efforts. The UH-60 BaTS simul ation device will be located in the Aviation Warfighting Simulation Center (AWSC, Building 5440). Site surveys will be available upon request. Contact Mr. John Lowry for additional information (334.255.2524). Specifically, the UH-60 BaTS device must contain (all are equally important and must be met): a. Pilot and Co-pilot flight station fidelity that will satisfy the UH-60 (L) flight crews and mission commander Military Decision Making Process (MDMP) simulation execution requirements. b. Distributed Interactive Simulations (DIS)/High Level Architecture (HLA) interoperable for inclusion into exercise Local Area Network (LAN)/ Wide Area Network (WAN) to be integrated into and interoperate with CAVSIM virtual devices, AVCATT-A, and future Flight School XXI collective simulations (DIS/HLA). c. Radio communications simulation incorporated to provide VHF FM, VHF AM and UHF AM, and UHF FM aircraft radio capabilities to include COMSEC/HOPSET/Word of the Day (WOD) tones and cues. d. A Low Overhead Driver (LOD) digital data logger capability to capture audio and simulation protocol data that will facilitate a time coordinated playback of mission events. A Vision XXI AAR capability is also required. e. All required hardware and software to support the BaTS interoperability with the AWSC simulation infrastructure that shall include a Brigade + Digital TOC, Brigade ? Digital TOC, stealth, battlemaster station and After Action Review (AAR) facility. Additional desirable features include include (these are listed in order of importance and would add additional merit if provided): f. Aircraft Survivability Equipment (ASE) suite based on the UH-60L aircraft. g. Navigation capability to allow maneuvers over existing and developing Open Flight digital terrain databases. 2.0 Engineering Objectives: The offeror shall design a UH-60 BaTS system which: a. Is free of safety hazards to students, operation and maintenance personnel and is protected from sudden extreme forces/velocities/position changes in simulator device controls (cyclic, collective and yaw pedals) which could occur due to equipment malfun ctions and which could injure personnel. b. Is moveable without the use of external heavy equipment. c. Is integrated into the existing and planned audio/visual infrastructure of building 5440. d. Allows situational awareness messaging to be stimulated with existing and planned DIS/HLA constructive and virtual simulations, communication systems and LOD. e. Allows thorough debrief and AAR visualization of the entire training event to include: Objective Test Bed/Simulated Automated Forces (OTBSAF) Plain View Display (PVD), 3D, and analog radio calls as well as digital messaging play back in a time-stamped format. f. Full system warranty for a two-year period covering parts, labor and technical support will be provided in the baseline cost of this simulator. Three one-year priced options for additional reliability and maintainability support. This is a sources sought requesting information only. No solicitation will be issued against this notice. Offerors are invited to provide comments on the above requirements in order to make those requirements more cost effective. This sources sought is also issued IAW the requirements of FAR Part 10 to determine the applicability of FAR Part 12, Acquisition of Commercial Items.
