- NASA/GSFC plans to issue a Request for Quotation RFQ-546-83290-0000-721, on or about October 15, 2002, with quotes due back on or about October 24, 2002, for 1. one (1) each of a Universal Materials Tensile Tester, Model Number EJA-2000, Part Number 01350-2006; 2. one (1) each of a Pentium 4 Processor, 512MB Ram, 17" Monitor, Microsoft Windows XP Professional, 10/100 PCI Fast Ethernet N/C, 40x10x40 max cd-rw drive, Dell Quietkey Keyboard, Dell 2-Button Scroll Mouse Model Number: Dell Dimension 4500S; 3. Items 3 through 19 are components of item one such as load cells, adapters and software and will be listed in complete detail on the request for quotation. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Thwing-Albert Instrument Co., of Philadelphia, PA. Market research was conducted, and while one other firm, Instron Corporation of Canton, MA, was found to have a comparable machine, the map software which is needed to meet the government's minimum requirements is only available from Thwing-Albert. The Authority for Other Than Full and Open Competition is found in 10 U.S.C. 2304(c)(2). The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on October 15, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. An Ombudsman has been appointed. See NASA Specific Note "B".
