Description
The Centers for Disease Control and Prevention (CDC) contemplates awarding a sole source contract to The Louisville-Jefferson County Health Department (Louisville) to establish an emergency response orientation program and procedural test bed in a central location in the United States that focuses community assets to deliver health response services to resolve emergencies threatening the public health of the community it serves. The project will enable the community to provide an orientation to other response organizations (State and local) in the successful methodologies, response systems, organizational structures, and procedural exhibit programs which the community has developed. The focus of the effort will be on the integrated preparedness and response system. The program will also permit the testing and development of operational procedures and guidelines prior to national distribution. The Louisville-Jefferson County Health Department, Louisville, Kentucky, is the only health department that has a fully operational organizational framework, with all of the integrated emergency preparedness and response services necessary to carry out the requirements of this contract. Specifically, the Louisville-Jefferson County Health Department: 1. Serves a city of 1,000,000+ population which is centrally located within the United States, has a major transportation hub for Air, Rail, Water, and Highway, and has medical/pharmaceutical warehouse and distribution centers within its limits. 2. Operates an up-to-date public health and emergency response program that conducts responses to 100 or more emergencies each year, and conducts table top and full field emergency response, including terrorism, exercises. 3. Maintains a continually updated emergency response plan utilizing epidemiology methods, surveillance methods, and environmental sampling methods. 4. Maintains a close working relationship with area hospitals, including decontamination hospitals, emergency medical services, and emergency management (HAZMAT), and other teams and organizations. 5. Uses and maintains the latest available equipment, information and communication systems, including a Web Site, and other response assets, and has a HP level 3 laboratory. 6. Has developed and coordinated, with federal partners, major training and orientation programs involving participants from local, State, national and international organizations, that have demonstrated the ability to sustain an orientation program for multiple years while maintaining current, scientifically based, program services and materials. The contract period of performance will be two years from the contract award date. The intended contract is for services for which the Government intends to acquire from one source under the authority of 41 U.S.C. 253 (c)(1). The Government knows of only one qualified source capable of providing the required services. This is not a request for proposals. Interested parties shall also submit a brief capability statement indicating their capabilities to perform this service. Interested parties that fail to provide the required information within 15 calendar days from date of the publication of this announcement will be considered not responsive to this announcement and no information will be provided. All responsible sources that meet the above requirements may submit a proposal which shall be considered by the Agency. See numbered note 26.
