- Sole Source pursuant to FAR 6.302-1. This publication serves as a notice of HUD's intent to procure, on a sole-source basis, with Manpower Demonstration Research Corporation (MDRC) for the "Role of Housing Assistance in Self-Sufficiency Efforts." MDRC possesses confidential data about household participants in welfare reform experiments in certain states that no other person or organization possesses, which are protected by the privacy laws of the relevant states and the Federal Government. This notice of intent is not a request for competitive proposals. However, all proposals received within 45 days after day of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
