Description
NA The solicitation Electrical Distribution System incorporates the requirements for any successful offeror to own, operate, maintain, repair, complete future upgrades, and replace utility system components as needed for the existing exterior Electrical Distr ibution System located at the Rock Island Arsenal, Rock Island, IL. The successful Offeror will be required to purchase the existing system from the Government and may be required to provide expansions to the systems to meet future Government requirement( s). The resulting contract if awarded, will require the successful Offeror to furnish all facilities, labor, material, tools and equipment necessary to own operate and maintain the utility system. The successful Offeror will manage the maintenance, repai r(s) replacement, etc. of the utility systems to ensure continuous, adequate, and dependable service for each Government or tenant connection within the service area. The successful Offeror shall be responsible for funding all capital investment required to acquire, maintain and operate the utility systems in a safe, reliable condition and to meet the requirements listed in the solicitation. The Offeror?s proposals and plans may become part of the contract upon the decision to award. Past Performance inf ormation from potential Offerors shall be submitted as directed in the RFP. No Offeror will be denied the opportunity to submit a proposal in response to the RFP. Utility system being privatized is described, but not limited to: five 13.8 kv distributio n substations, approximately 1 circuit mile of 69 kV overhead transmission line, approximately 13 circuit miles of 13.8 and 2.4 kV overhead primary distribution lines, approximately 18 circuit miles of 13.8 and 2.4 kV underground primary distribution lines , approximately 15 circuit miles of overhead/ underground street lighting circuits, 119 pole type transformers, and 83 pad mount transformers. At its electrical Substation No. 30, the MEC transforms 69 kV incoming voltage to 13.8 kV and transmits primary power to the Rock Island Arsenal main Substation A. As a means of providing additional supply system redundancy, the Government also owns one of the two incoming 69 kV supply lines and one of the two 69-13.8 kV power transformers in Substation No. 30. Thes e Government-owned facilities are currently operated and maintained by contractor personnel. Substation A, which is Government-owned, contains fifteen 13.8 kV metalclad switchgear units and serves as the main power distribution center for the Arsenal. The 13.8 kV feeders emanating from Substation A are connected to various industrial facilities which form a main power loop around the cantonment area. Substation B serves as the electrical interface between the hydroelectric plant and the 13.8 kV power loop. Substation B contains 2.4-13.8 kV step-up transformation and power sectionalizing switches. Substation C is located north of Building No. 66/67/68 and Substation H is located east of Building No. 350. The substations contain 13.4-2.4 kV transformers and fu rnish various loads located in their general areas. The substations include switchgear units for load and feeder protection. Substation E is located near Building No. 222. It provides 13.8-480 V transformation for manufacturing loads in the general area. The substation?s two 13.8 kV feeders originate in Substation A and are breaker protected there. This solicitation is to be awarded as a Fixed Price ? Price Redetermination ?
