- DESCRIPITON: United States code 10 USC 2688,Utility systems: Conveyance Authority grants the Secretary of Defense conveyance authority of utility systems. This Request for Interest is required component of a complete and systematic process to evaluate interested parties. In order to minimize costs both to potentially interested parties and the government, this market survey is being issued to determine the interest and economic feasibility of proceeding with formal requests. Should insufficient credible interest be identified for a particular system it is likely that no formal solicitation will be issued. Engineering Field Activity Midwest, Area F, is seeking interest and information for the privatization of electrical, natural gas, water, wastewater, and steam systems in various locations. Locations are: 1) Crane, Indiana; and Kansas City, MO. Should privatization result; the assumption of ownership, operation, maintenance and the obligation to continue the service for an indefinite and ongoing period shall transfer to the new owners. Ownership of the entire utility plant and/or distribution system may transfer to any municipal, private, regional, district or cooperative utility company or other entity. All responsibility for maintaining reliable service, including such items as environmental compliance, maintenance costs, major system renovations, construction, equipment, manpower, and overhead costs shall become the new owners responsibility. The commodity associated with the systems may or may not be included. All water rights and rights to federal power shall remain with the Government and not transfer to the new owners. Interest may be expressed for one or more of the utility systems located at the naval installation listed. Submitted interest statements shall identify utility system(s) of interest and as a minimum, address all of the following criteria: 1) any desired aggregation/bundling of systems and state its benefits; 2) capability and experience in the ownership operation, expansion and maintenance of similar systems; 3) financial capacity to purchase, upgrade, expand, maintain, and operate utility systems; 4) a statement expressing a willingness and understanding of an obligation to provide continuous utility service for an indefinite and ongoing period of time; 5) your companys ability to provide reliable service, respond to emergency situations, and respond during periods of increased military mobilization; 6) understanding of any applicable state or local utility law or franchise requirements, capability of complying with such requirements, and representation of the legal right to provide the applicable service; 7) understanding of the federal, state, and local environmental laws and regulations, and familiarity and experience with environmental compliance procedures and regulations for the applicable state(s), and US Environmental Protection Agency, and a statement of willingness to comply with same; 8) conceptual rate structure; 9) discussion of your conceptual basis of a proposed purchase price (e.g. capitalized earnings value, replacement cost new less depreciation, original cost less depreciation, or other); and, 10) for water distribution systems, discuss your understanding of water rights and how it may impact privatization. Provide an explanation of how water rights under state law my be secured by your company for current and future navy needs. Elaborate proposals or pricing information is neither required nor desired. All interest statements shall be treated as containing proprietary information and shall be kept in confidence. The Government considers this process as procurement sensitive. Response information shall only be viewed and utilized by Government officials and personnel of professional services contractors directly involved with the utilities privatization implementation process. Therefore, the Government encourages responders to be forthcoming in their submittals. Unless extended by an amendment, responses are due on 31 October 2002. System description are as follows: 1) Marine Corps at Kansas city, MO.: Electrical distribution system is mainly a direct buried distribution system, with minor overhead construction. The underground system has approx. 19,000 ft. of distribution circuits with 60 pad-mounted transformers and 38 aluminum poles with associated streetlights. The average monthly consumption is approx. 300,000 kWh with a peak demand of approx. 1330 kV. 2) MCSA Kansas City Natural Gas: The MCSA natural gas distribution system is composed with high-density yellow polyethylene (PE) pipe. This system was installed in 1994. The system pressure the mainline is 15 psi. The natural gas usage has averaged approx. 26,000 Mcf per year. 3) MCSA Kansas City Water: the MCSA water distribution system was installed in 1958. The piping larger than 3/4 inch was constructed of transited piping material. The water pressure varies from 65 to 70 psi. Potable water usage has averaged approx. 3.2 MG per month. 4) MCSA Kansas City Wastewater:The MCSA wastewater distribution system flows by gravity from each housing unit through 4 inch diameter laterals, which are clay pipe. The laterals flow into 8 inch diameter PVC piping located adjacent to the street. 5) Naval System Warfare Center Crane, Indiana: Water distribution system draws raw water from Lake Greenwood, located on the base. The potable water system consists of 2.16 mgd surface water treatment plant, storage, booster stations, and 102 miles of distribution pipeline. Pressure range from 94 to 95 psi; with pressures, at certain areas, ranging from 160 to 180 psi due to elevation. 6) NSWC Crane wastewater: this collection system comprises gravity and force main pipelines ranging in size from 4 to 18 inches and 1 1/2 inch to 12 inches respectively. The monthly average and maximum daily wastewater flows were 0.65 mgd and 1.83 mgd, respectively. Wastewater treated in the wastewater treatment plant include sanitary discharges, sludge and backwash from the water treatment plant, boiler blow down, pretreated industrial wastewater, wash down, and cleanup of production areas. 7) NSWC Crane Steam: NSWC has approx. 130 steam and hot-water generators distributed across the base. The privatization package consists of 84 boilers (58 steam and 26 hot-water boilers) along with their associated distribution systems located in 60 buildings. All privatization generator plants are 0.75 Mbh or greater. 8) Glendora Lake (Crane, Indiana location) Electric distribution system consists of approx. 850 ft. of primary overhead and 200 ft of primary underground circuits. The system includes 30 wood poles, three pad mounted transformers and 10 single phase cutouts. Energy consumption has averaged 300,000 kWh per year with a peak demand of 109 kW.9) Glendora Lake Water (Crane, Indiana location) this distribution system consists of 1,800 linear feet of 2 inch piping. Average monthly consumption is approx. 15 kG. Notification of any changes to this RFI will be made via the FEDBZOPS . It will be the contractors responsibility to check for any posted changes. Only one statement of interest should be submitted by any one company, and should not exceed 15 pages in length, plus one additional page specific to each installation and/or utility system for which interest is expressed.
