Description
The Bureau of Engraving and Printing (BEP), has a requirement for the following services; Employee Shuttle Service. All service work must be made in accordance with the specifications indicated in the Performance Work Statement (PWS) and Performance Requirements Summary (PRS). This is solicitation can be viewed and downloaded at www.eps.gov (FEDBIZOPS) using the solicitation number BEP-03-03. This Procurement is a 100% Small Business Set Aside. Small Business size Standards is $6 Million Dollars and the North American Industry Classification System (NAICS) Code is 485410. This solicitation also contains the Right of First Refusal of Employment clause FAR 52.207-3, This notice constitutes the only solicitation; a written request for quotation will not be issued. The resulting contract will be a firm fixed price contract with a base year and two 12 month option periods. The basis for award shall be made based on the following factors, listed items are of equal importance: (1) Technical Capability in providing shuttle service meeting all safety and security requirements (2) Capability to meet all the requirements of the PWS and PRS in terms of Quality, Customer Service, Management, Responsiveness (3) Past Performance (4) Capability to pass basic criminal background checks and (5) price. The above listed criteria 1-4 are all equally important, but price (5) is more important. A copy of the specifications, FAR Clauses 52.212-3 and 52.212-5 can be downloaded from this website (www.eps.gov). All Small Business contractors including (SDB, 8A, Veteran and Women Owned, etc?) are requested to submit a very short written proposal no longer than 6 pages in length that will be considered. Your price Quotations must be made on a SF1449, which can be downloaded at www.eps.gov, or on Company letterhead in Microsoft Word format. Quotations shall include the RFQ number, the proposed unit/monthly fixed prices and the proposed extended fixed prices. In order for the Government to perform an effective evaluation, the Contractor shall also provide a list of three or more references to include name, phone number, and address to whom the offered services has been performed. Additional items which must be provided include the complete company price, the point of contact, full address, phone, email and fax number, Federal tax identification number, Dun and Bradstreet number, Cage Code and the business size status (i.e., small business, disadvantaged business, Woman owned business, Veteran owned business, etc.). Quotations are due no later than 3 p.m., October 10, 2002. All written, faxed and email responses will be honored. Written responses are to be sent directly to The Bureau of Engraving and Printing, 14th and C Streets, SW, Attention Robert Knauer, Room 708A, Washington, DC 20228. Special note: As funding for this acquisition has not yet been provided the FAR Clause 52.232-18 applies; Availability of Funds (Apr 1984); Funds are not presently available for this contract. The Governments obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
